Abstract

INDONESIA : Penelitian dalam tesis ini di latarbelakangi dari fenomena bahwa Pengawas Madrasah belum menjalankan tugas pokok dan fungsinya dengan baik seperti hanya melaksanakan supervisi akademik secara ceremonial saja di karenakan belum menjalankan tupoksinya dengan baik, terbatasnya jumlah pengawas yang hanya lima orang tidak sebanding dengan jumlah binaan madrasah sehingga berdampak tidak merata dan tidak maksimal bahkan tidak terpenuhinya pelaksanaan supervisi akademik madrasah binaan yang sangat jauh tidak sesuai dengan jumlah pengawas, jauhnya jarak dan waktu tempuh ke madrasah binaan tidak sebanding dengan jumlah pengawas, serta perilaku pengawas yang yang sering mencari kesalahan dan memberikan sanksi tanpa memberikan solusi membuat personil yang ada di madrasah tidak nyaman dengan keberadaan pengawas. Tujuan penelitian ini adalah untuk mengetahui program perencanaan Supervisi Akademik Pengawas Madrasah Aliyah, untuk mengetahui pelaksanaan Supervisi Akademik pengawas Madrasah Aliyah, untuk mengetahui evaluasi pelaksanaan Supervisi Akademik Pengawas Madrasah Aliyah, untuk mengetahui Faktor Pendukung dan Penghambat dalam Supervisi Akademik Pengawas Madrasah Aliyah, untuk mengetahui tindak lanjut dalam mengatasi hambatan dan memperkuat dukungan dalam Supervisi Akademik Pengawas Madrasah Aliyah di lingkungan Kantor Kementerian Agama Kabupaten Ciamis. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus. Teknik pengumpulan data di lakukan melalui observasi partisipasi dengan mengamati sekaligus mengumpulkan data sebanyak-banyaknya tentang supervisi akademik pengawas madrasah. Wawancara dengan Kepala Kementerian Agama Kabupaten Ciamis, dan Pengawas Madrasah Aliyah. Dokumentasi kegiatan mengenai Profile Kementerian Agama Kantor Kementerian Agama, dan gambaran umum tentang pengawas madrasah Aliyah di lingkungan Kantor Kementerian Agama Kabupaten Ciamis. Hasil penelitian menyimpulkan bahwa supervisi akademik Pengawas Madrasah Aliyah di Kantor Kementerian Agama Kabupaten Ciamis dilakukan dengan memenuhi standar prosedural dari tahap perencanaan, pelaksanaan, dan pelaporan dengan menggunakan seperangkat instrumen yang diperlukan serta dilakukan dengan cara-cara modern, meninggalkan cara konvensional-tradisional. Dilihat dari sisi hasilnya belum maksimal, hal ini dapat dimaklumi karena upaya peningkatan mutu akademik tidak bisa hanya dengan supervisi akademik pengawas saja, tetapi faktor lain dalam aspek penyelenggaraan pendidikan secara simultan menentukan keberhasilan upaya peningkatan mutu pendidikan secara umum. ENGLISH : The research in this thesis in the wake of the phenomenon that the Supervisory Madrasah not run basic tasks and functions well as just carrying out academic supervision is ceremonial only in because not run tupoksinya well, the limited number of inspectors that only five people are not proportional to the amount of built madrasah which impacted uneven and not maximum even non-fulfillment of the implementation of the academic supervision of madrasah built very much not in accordance with the number of inspectors, distance and travel time to the madrasas built not proportional to the number of inspectors, as well as the behavior of supervisors who are often looking for errors and provides for penalties without providing solutions make available personnel at the school was uncomfortable with the presence of inspectors. The purpose of this study was to determine the planning program Supervision of Academic Supervisor Madrasah Aliyah, to investigate the implementation of Supervision of Academic supervisor Madrasah Aliyah, to know the evaluation of Supervision of Academic Supervisor Madrasah Aliyah, to know Supporting and Inhibiting Factors in Supervision of Academic Supervisory Madrasah Aliyah, to determine the follow-up in overcoming obstacles and strengthen support in Madrasah Aliyah Trustees Academic Supervision in the Office of Religious Affairs Ciamis District. This study used a qualitative method with case study approach. The data collection technique is done through participatory observation by observing simultaneously collect data as much about the academic supervision of madrasah supervisor. Interview with the Head of the Ministry of Religious Affairs Ciamis district, and Supervisory Madrasah Aliyah. Profile documentation activities concerning the Ministry of Religious Affairs Office of Religious Affairs, and a general overview of the regulatory environment Islamic senior high schools in Ciamis District Office of Religious Affairs. The study concluded that the academic supervision of Trustees Madrasah Aliyah in Ciamis District Office of Religious Affairs conducted in compliance with the procedural standards of planning, execution, and reporting using a set of instruments needed and conducted by means of modern, traditional left-conventional way. Viewed from the side of the results have not been up, this may be because of academic quality improvement efforts can not only with the academic supervision supervisor only, but other factors in aspects of education provision simultaneously determine the success of efforts to improve the quality of education in general.
