Abstract

INDONESIA: Permasalah dalam penelitian ini adalah penggunaan Dana Desa di Desa Selaawi Kecamatan Talegong Kabupaten Garut tahun 2016 tidak sesuai dengan Peraturan menteri desa Pembangunan Daerah tertinggal dan transmigrasi Nomor 21 Tahun 2015 Tentang Prioritas Penggunaan Dana desa Tahun 2016. Penelitian ini bertujuan untuk mengetahui efektivitas kebijakan penggunaan dana desa di Desa Selaawi Kecamatan Talegong Kabupaten Garut Tahun 2016. Metode penelitian yang digunakan dalam penelitian ini adalah metode deskriftif kualitatif, dengan teknik pengumpulan data menggunakan metode wawancara, studi dokumentasi, dan observasi. Data yang digunakan dalam penelitian ini adalah data primer dan data skunder dengan subyek penelitian yang terdiri dari Aparatur Pemerintah Desa Selaawi Kecamatan talegong Kabupaten Garut yang di pilih menggunakan teknik penentuan informan purposive sampling. Hasil penelitian menunjukan bahwa efektivitas kebijakan penggunaan dana desa di Desa Selaawi Kecamatan Talegong Kabupaten Garut tahun 2016 dilihat dari dimensi tepat lingkungan, dimensi tepat target, dimensi tepat pelaksanaan dan dimensi tepat proses dapat dikatakan efektif, namun berdasarkan dimensi tepat kebijakan, kebijakan tersebut tidak sesuai dengan intruksi pemerintah pusat sebagaimana di amanatkan oleh Menteri Desa Pembangunan Daerah Tertinggal dan Transmigrasi Nomor 21 tahun 2015 Tentang Prioritas Penggunaan Dana Desa Tahun 2016, yang mengaruskan Setiap Desa mengalokasikan Dana Desa pada tahun 2016 untuk pembangunan fisik infrastruktur dan pemberdayaan masyarakat, sementara pemerintah Desa selaawi Mengambil Kebijakan yang di putuskan pada Musyawarah Rembug Desa untuk mengalokasikan 100 % Dana Desa untuk pembangunan fisik dan infrastruktur saja, tetapi hal tersebut bukan tanpa alasan, karena keputusan diambil berdasarkan hasil musyawarah dan kesepakatan bersama dengan masyarakat di desa. ENGLISH: The problem in this study is the use of Village fund In selaawi Village Talegong District Garur Regency in 2016 is not relevant with regulation of Minister of Village Depelopment of Underdeveloped Regions and Transmigration Number 21 Year 2015 on Priority of Village Funds Usage Year 2016. This study aims to determine the effectiveness of village fund usage policy in Selaawi Village Talegong Districk Garut Regency year 2016. The Research is qualitative descriptive methods, with data collection tehniques using interview methods, documentation studies, and observation. The data used iin this study are primary data and secondary data with data researceh subjects consisting of Government Apparaturs Selaawi Vilage Districk Talegong Garut Regency which selected using techniques determination of informan purposive sampling. The results showed that the effectiveness of village fund use policy in Selaawi Village Talegong District Garut Regency in 2016 seen from the right dimension of the environment, the right target dimension, exact dimensions of implementation and exact dimensions of the process can be said to be effective, but based on the exact dimensions of policy, the instruction of the central government as mandated by the Village Minister for the Development of Disadvantaged Regions and Transmigration No. 21 of 2015 on the Priority of the Use of Village Funds in 2016, which requires Each Village to allocate Village Funds in 2016 for physical infrastructure development and community empowerment, which was decided at the Village Rembug Deliberation to allocate 100% of Village Fund for physical and infrastructure development only, but it is not without reason, because the decision is made based on the result of deliberation and agreement with the community in the village.
