Abstract

Pembinaan atlet Taekwondo di Kota Bandung menghadapi berbagai tantangan dalam hal koordinasi antar pemangku kepentingan. Meskipun terdapat regulasi dan struktur kelembagaan yang mendukung, hambatan seperti komunikasi yang kurang efektif dan minimnya keterlibatan media masih menjadi kendala utama. Penelitian ini bertujuan untuk menganalisis penerapan Collaborative Governance dalam pembinaan atlet Taekwondo di Kota Bandung. Fokus utama penelitian adalah bagaimana koordinasi antara berbagai pemangku kepentingan dapat meningkatkan efektivitas pembinaan dan prestasi atlet. Kerangka berpikir dalam penelitian ini didasarkan pada model Collaborative Governance yang dikembangkan oleh Ansell dan Gash (2007), dengan empat dimensi utama: kondisi awal, desain kelembagaan, kepemimpinan, dan proses kolaborasi. Keempat dimensi ini menjadi faktor utama dalam menilai keberhasilan implementasi tata kelola kolaboratif dalam pembinaan atlet. Metode penelitian yang digunakan adalah kualitatif untuk menggambarkan dan memahami tema secara mendalam melalui interpretasi data. Dengan analisis data menggunakan model Miles & Huberman dalam Sugiyono (2017) dilakukan melalui observasi, wawancara dan studi dokumentasi. Hasil penelitian menunjukkan bahwa pembinaan atlet Taekwondo di Kota Bandung telah memiliki dasar kelembagaan yang cukup baik, namun masih menghadapi tantangan dalam aspek komunikasi dan koordinasi. Diperlukan mekanisme evaluasi dan koordinasi yang lebih intensif agar sistem pembinaan lebih berkelanjutan dan dapat menghasilkan atlet dengan prestasi yang lebih optimal. The development of Taekwondo athletes in Bandung City faces various challenges in stakeholder coordination. Although there are supporting regulations and institutional structures, obstacles such as ineffective communication and limited media involvement remain major issues. This study aims to analyze the implementation of Collaborative Governance in the development of Taekwondo athletes in Bandung City. The main focus of the research is how coordination among various stakeholders can enhance the effectiveness of athlete development and performance. The theoretical framework of this study is based on the Collaborative Governance model developed by Ansell and Gash (2007), which consists of four key dimensions: initial conditions, institutional design, leadership, and the collaboration process. These four dimensions serve as the main factors in assessing the success of collaborative governance implementation in athlete development. A qualitative research method is used to explore and understand themes in depth through data interpretation. Data analysis follows the Miles & Huberman model in Sugiyono (2017) and is conducted through observation, interviews, and document studies. The research findings indicate that the development of Taekwondo athletes in Bandung City has a fairly strong institutional foundation but still faces challenges in communication and coordination. A more intensive evaluation and coordination mechanism is needed to ensure a more sustainable development system and to produce athletes with optimal achievements.
