Abstract
Implementation of Minimarket Licensing Policy Based on Data from the Department of Investment and Integrated Services One Door Year 2016 In Cimahi City This study departs from minimarket licensing policy issues that are inconsistent with Regulation No.1 of 2010, as well as the number of minimarkets in Cimahi which already exceeds the ideal number. The minimarket in Cimahi City is 139 minimarkets and only 66 minimarkets are licensed. In general, the purpose of this study is to find out how the implementation of minimarket licensing policy in Cimahi City, and what are the supporting and inhibiting factors when the implementation of minimarket licensing policy in Cimahi City, and what solutions can be done to minimize the problem. This research uses the theory of policy implementation model according to Edward III, there are four factors that influence the success or failure of policy implementation. These factors include communication, resources, dispositions, and bureaucratic structure. The method used in this research is descriptive method with qualitative approach. The data collected were obtained from the observation and interviews with the Department of Investment and One Stop Integrated Services, with the technique of determining the informant using purposive sampling. Based on observations and interviews, the researchers found that in Regulation No. 1 of 2010, the government released the entrepreneurs to build minimarket be coincident or adjacent on national roads. This is the initial cause of the growth and development of the minimarket in Cimahi increasingly unmanageable. To overcome these problems the DPMPTSP using buffering and mapping GAS method, to map the minimarket in Cimahi City. The results of the data mapping has become a reference to be followed and a fixed price for the employers minimarket and government in terms of the licensing process minimarket, because with the mapping of the entrepreneurs nor the parties involved in the licensing minimarket can no arbitrary arbitrary again in doing construction minimarket. Cimahi Government did change some of the provisions in Regulation 1 of 2010 into regulation number 8 of 2016, the radius distance is still valid, but added the new policy is based on a quota of population is one minimarket per 6000 inhabitants.
