Abstract

Pelaksanaan Program Inovasi Pembangunan dan Pemberdayaan Kewilayahan (PIPPK) pada Kecamatan Bojongloa Kaler Kota Bandung di tahun 2017 masih belum optimal. Beberapa permasalahan dalam realisasi PIPPK ditemukan pada saat observasi awal, diantaranya program pembangunan yang tidak selesai, pembangunan yang kurang sesuai dengan kebutuhan wilayah, serta minimnya partisipasi masyarakat dalam implementasi PIPPK. Kondisi ini diduga disebabkan masih rendahnya kompetensi pelaksana programnya. Tujuan penelitian ini yaitu untuk mengetahui gambaran pelaksanaan PIPPK di Kecamatan Bojongloa Kaler. Adapun metode penelitian yang digunakan adalah penelitian deskriptif dengan pendekatan kualitatif yang berbentuk studi kasus. Teknik pengumpulan data yang peneliti gunakan adalah studi lapangan dan studi kepustakaan yang meliputi wawancara, observasi, dan dokumentasi. Informan dalam penelitian ini berjumlah 13 orang, terdiri dari para pelaksana program yang terlibat langsung dalam PIPPK dan beberapa masyarakat sebagai pihak yang merasakan dampak kebijakannya. Teknik analisis data yang di gunakan adalah analisis komponensial, dimana data lapangan dihimpun dan dikategorikan dalam domain yang telah ditentukan sebelumnya untuk selanjutnya dianalisis secara lebih terperinci. Hasilnya kemudian di interpretasikan guna memberi gambaran jelas tentang permasalahan. Hasil penelitian menunjukan, pelaksanaan PIPPK di Kecamatan Bojongloa Kaler tahun 2017 dilihat dari aspek Komunikasi, Sumber Daya, Disposisi, dan Struktur Birokrasi masih terdapat kelemahan sehingga menimbulkan kendala. Tidak sempurnanya transmisi kebijakan membuat beberapa stakeholder kurang mengerti perannya. Serta adanya keterbatasan sarana penunjang implementasi menimbulkan masalah serius bagi para pelaksana yang telah secara penuh mendukung pelaksanaan program ini, sehingga berujung pada kurang efektifnya pelaksanaan pembangunan yang terjadi di wilayah Bojongloa Kaler. Kesimpulan dari penelitian ini adalah, pelaksanaan PIPPK di Kecamatan Bojongloa Kaler pada tahun 2017 belum optimal dan masih harus dilakukan peningkatan. Saran yang bisa disampaikan peneliti yakni perlunya pelatihan atau pendampingan bagi para implementor dan peningkatan responsifitas pemerintah dalam menanggapi kebutuhan implementor dibawahnya akan sarana penunjang. Implementation of the Development Innovation Programs and Territorial Empowerment (PIPPK) policy in Subdistrict Bojongloa Kaler, Bandung City in the year 2017 is still not optimal. Some problems in the realization of the PIPPK found at the time of the initial observation, including development programs that are not completed, the less development in accordance with the needs of the region, as well as the lack of public participation in the implementation of PIPPK. This condition is suspected due to still low competence of executing the program. The purpose of this research is to know the description of the implementation of a policy of PIPPK in district Bojongloa Kaler. As for the research method used is descriptive research with qualitative approach in the form of case studies. Data collection techniques that researchers use is the study of the field and the study of librarianship that include interviews, observations, and documentation. Informants in this study amounted to 13 people, consists of implementing the program involved directly in PIPPK and some communities as parties who feel the impact of their policies. The data analysis techniques in use is the analysis of komponensial field, where data are collected and categorized within the domain that was specified earlier for further analyzed in further detail. The results are then interpreted in order to give a clear picture of the problem. Results of the study showed, the implementation of PIPPK in district Bojongloa Kaler year 2017 seen from the aspect of communication, resources, disposition, and bureaucratic structure there are still weaknesses giving rise to constraints. Not perfect transmission policy makes some stakeholders less understand his role. As well as the existence of the limitation of the means of supporting the implementation of poses serious problems for implementers who have to fully support the implementation of the programme, so that resulted in less effective the implementation of the development is happening in the region Bojongloa Kaler. The conclusions of this study is, the implementation of PIPPK in district Bojongloa Kaler in the year 2017 has not been optimized and improved remains to be done. The advice could be delivered researchers i.e. need for training or mentoring for the implementor and the improvement of Government responsifitas in response to the needs of the implementor need will be a means of supporting.
