Abstract
Water pollution in the Cikapundung River is caused by various stakeholders.Dense residential settlements along the river flow contribute significantly to thevpollution process. Poor sanitation systems, practices of direct waste disposal into the river, and poorly managed household waste become sources of pollution. As a manifestation of policy implementation, the Coblong District government established a river cleaning program. However, these efforts require sustainable public participation support to achieve optimal results. This research aims to understand how the Cikapundung-Cikalapa community participates in efforts to address water pollution in the Cikapundung River, as well as to provide suggestions for improving efforts to tackle river water pollution. The research framework is based on Public Policy and Public Participation theories. The participation theory according to Cohen and Uphoff in (Dwiningrum,2015) with four dimensions to analyze participation levels, including: Decision Making, Implementation, Benefit Taking, and Evaluation, which are used as references to examine the extent of participation stages. The research method employed is a qualitative method with a descriptive approach. Data collection techniques include in-depth interviews with informants selected through purposive sampling, observation, and documentation study. Data analysis was conducted through three stages according to Sugiyono (2022): data reduction, data display, and conclusions drawing. The research results show that the Cikapundung-Cikalapa community actively participates in three stages of participation: decision making, implementation, and mbenefit taking. However, in the evaluation stage, the participation of the Cika-Cika community is still informal discussion-based and not yet systematic, thus considered not optimal. Therefore, it is recommended that Coblong District establish a special forum for evaluation so that the Cika-Cika community can take an active role in evaluation activities related to efforts in addressing water pollution of the Cikapundung River in Coblong District, Bandung City.
