Abstract

INDONESIA Program Nasional Pemberdayaan Masyarakat (PNPM) bertujuan untuk meningkatkan kesejahteraan dan kesempatan kerja masyarakat sejak di perdesaan dengan mendorong keindependenan dalam pengambilan keputusan dan pengelolaan pembangunan. Berdasarkan hasil observasi yang penulis lakukan, terdapat indikasi masalah dalam implementasi kebijakan program Nasional Pemberdayaan Masyarakat (PNPM) diantaranya adalah banyaknya kebutuhan masyarakat yang belum terpenuhi oleh pemerintah, kurangnya kesadaran masyarakat dalam PNPM, masih banyaknya masyarakat perempuan yang kolek atau mecat dalam pengambayaan uang SPP (Simpan Pinjam Perempuan), motivasi dalam meningkatkan kesejahteraan masyarakat masih kurang, dan sikap-sikap kelompok masyarakat dalam mengatasi masalah kesejahteraan masih kurang. Tujuan dari penelitian ini adalah untuk mengetahui apakah ada pengaruh implementasi kebijakan Program Nasional Pemberdayaan Masyarakat (PNPM) terhadap kesejahteraan masyarakat. Teori yang digunakan dalam penelitian ini adalah teori implementasi kebijakan yang dikemukakan oleh George Edward III (1980) dan teori kesejahteraan yang dikemukakan oleh Edi Suharto. Metode yang digunakan adalah metode kuantitatif dengan pendekatan asosiasi. Data yang dikumpulkan melalui studi kepustakaan dan the spread of the now as much as 98 respondents obtained through random sampling techniques. Hasil penelitian menyatakan bahwa implementasi kebijakan Program Nasional Pemberdayaan Masyarakat (PNPM) telah baik, peningkatan kesejahteraan masyarakat sudah tinggi, dan terdapat pengaruh implementasi kebijakan Program Nasional Pemberdayaan Masyarakat (PNPM) terhadap peningkatan kesejahteraan masyarakat di Kecamatan Karangtengah Kabupaten Garut sebesar 57,6%, sedangkan sisanya 42,4% di pengaruhi oleh faktor lainnya. Based on the results of observation the author do, there are indications of problems in the implementation of the policy of Proram Nasional Pemberdayaan Masyarakat (PNPM) of which is the large number of community needs that have not been the danes by the Government, a lack of awareness in the PNPM, still the number of society woman dinghy or the payment bogged down in SPP (Simpan Pinjam Perempuan), the motivation to improve the welfare of society are still lacking, and attitudes of community groups in addressing the issues is still lacking. The purpose of this research is to find out whether there is influence of the implementation policy of Proram Nasional Pemberdayaan Masyarakat (PNPM) against the welfare of the community. The theory used in this research is the theory of the implementation of the policy advanced by George Edward III (1980) and welfare theory advanced by Edi Suharto. The method used is the associative approach with quantitative methods. The data collected through the study of librarianship and the spread of the now as much as 98 respondents obtained through random sampling techniques. The results of the research stated that the implementation of the policy of Program Nasional Pemberdayaan Masyarakat (PNPM) has both, an increase in welfare of society is already high, and there is the influence of the implementation of the policy of Program Nasional Pemberdayaan Masyarakat (PNPM) to increased welfare of the community in district of Garut Karangtengah 57.6%, while the rest was 42.4% in influence by other factors.
