Abstract

Conflict is a part of the social interaction process that happens because of differences in physical, emotional, behavioral, cultural, and interests. Conflict between the Pedagang Kaki Lima (PKL), or street vendors, and the government is caused by differences in interests. The government, aiming to uphold Bandung City Regulation No. 4 of 2011 concerning Public Order, moved the street vendors who were in Alun-alun square and relocated them to other places. The street vendors, however, wanted to stay in the area they were moved from, as they had a strategic location to earn more money. This research was conducted to discover how Bandung City Regulation No. 4 of 2011 was socialized by the government to the street vendors at the Alun-alun square. It also examines the conflicts that arise between the street vendors, the government, and the mechanisms of conflict resolution using the government's approach.The research method used is a qualitative descriptive approach. The qualitative descriptive method describes a particular object or purpose to make a systematic, factual, and accurate description, representation, or illustration of the phenomena being studied. This research aims to resolve the conflict between the street vendors and the government by using Ralf Dahrendorf’s conflict theory and Johan Galtung’s conflict resolution theory. Dahrendorf's theoretical approach is a conflict paradigm where conflicts that happen due to differences in interests between coordinated groups become a source of conflict. Meanwhile, Galtung's conflict resolution theory focuses on creating peace. In resolving conflicts, Galtung offers several steps in conflict management, such as conflict prevention, peace keeping, peace making, conflict management, and peace building. The research findings show that the conflict between the street vendors and the government is due to differences in interests. The interest of the government is structured power, in which the government as the party that has the power, is considered to be the source of the conflict. The government, with its power, can force the people it governs, especially the street vendors, to accept its policies. However, the street vendors refused to be forced and chose to resist because the government's coercion harmed them and could lead to violence. In resolving the conflict, the government has used various conflict resolution efforts with the approaches of peace keeping, peace making, conflict management, and peace building, using communication and dialogue involving the street vendors, local authorities, religious leaders, and the community.
