Indonesia: Peran guru Pendidikan Agama Islam (PAI) dalam membentuk sikap moderasi beragama siswa sangat dibutuhkan. Keragaman beragama di sekolah umum yang sangat beragam menjadi tantangan tersendiri bagi guru PAI dibandingkan dengan sekolah yang berbasis agama. Hal tersebut menuntut guru PAI untuk memberikan penjelasan serta membangun sikap moderat peserta didik agar bisa menyikapi keragaman dengan penuh kearifan. Tujuan penelitian ini untuk mengidentifikasi pembelajaran PAI berbasis Problem Based Learning(PBL) untuk meningkatkan sikap moderat dan wawasan kebangsaan peserta didik yang meliputi; perencanaan, pelaksanaan, evaluasi, faktor pendukung dan penghambat serta dampak pembelajaran PAI berbasis masalah untuk membentuk sikap moderat dan wawasan kebangsaan peserta didik. Kerangka berpikir penelitian berangkat dari grand theory; pendidikan moderasi beragama dan penguatan wawasan kebangsaan merupakan pondasi membangun peradaban dan solidoritas kemanusiaan. Middle theory; perubahan seluruh tingkah laku individu yang menetap sebagai hasil pengalaman dan interaksi dengan lingkungan yang melibatkan proses kognitif, applied theory; pembelajaran berbasis problem based learning merupakan metode pembelajaran untuk merangkai berpikir tingkat tinggi dalam situasi berorientasi pada masalah dunia nyata. Penelitian ini menggunakan pendekatan kualitatif yang dengan menggunakan metode case study. Teknik pengambilan data dilakukan melalui wawancara, observasi dan analisis dokumentasi. Adapun teknik analisis data menggunakan teknik analisis Miles and Huberman dengan menggunakan tools analisis ATLAS.ti. Hasil penelitian ditemukan bahwa: Pertama, Perencanaan pembelajaran PBL dilakukan dengan; menetapkan tujuan pembelajaran, Menyusun langkah-langkah pembelajaran dan Evaluasi pembelajaran. Kedua, Pelaksanaan dilakukan dengan; tahap orientasi, tahap membimbing, tahapan mengembangkan dan tahapan conclution. Ketiga, evaluasi dilakukan dengan tahapan evaluasi; holistic, diagnotik, formatif dan sumatif. Keempat,Faktor pendukung di antaranya; keterlibatan siswa, tingginya kreativitas Guru, pembelajaran kolaboratif siswa, adanya kolaborasi program, kontekstualisasi isu dalam pembelajaran, adanya dukungan sarana prasarana dan budaya lingkungan sekolah. Faktor penghambat di antaranya; kesulitan penentuan masalah yang relevan, ketersediaan waktu, kurangnya pemahaman Guru, keberagaman siswa, kesulitan memunculkan ide, hambatan sosial, kultural serta resistensi terhadap perubahan. Kelima, sikap moderat ditunjukan dengan; toleransi, keterbukaan, menghargai keberagaman, etika baik dalam berinteraksi, wasathiyah, keharmonisan sosial, kritis dan objektif. Sikap wawasan kebangsaan siswa ditunjukan dengan; menghargai keberagaman, memelihara persatuan dan kesatuan, mengamalkan simbol negara dalam kehidupan sehari-hari, menjaga keutuhan dan kedaulatan negara. English : The role of Islamic Religious Education teachers in forming moderate attitudes of students' religion is very much needed. The diversity of religions in public schools which is very diverse is a challenge for Islamic Religious Education teachers compared to schools based on religion. This requires Islamic Religious Education teachers to provide explanations and build moderate attitudes of students so that they can respond to diversity with full wisdom. The purpose of this study is to identify problem-based Islamic Religious Education learning to form moderate attitudes and national insights of students which include; planning, implementation, evaluation, supporting and inhibiting factors and the impact of problem-based Islamic Religious Education learning to form moderate attitudes and national insights of students. The research framework departs from the grand theory; religious moderation education and strengthening national insights are the foundations for building civilization and human solidarity. Middle theory; changes in the entire behavior of individuals that persist as a result of experience and interaction with the environment involving cognitive processes, applied theory; problem-based learning is a learning method to construct high-level thinking in real-world problem-oriented situations. This study uses a qualitative approach using the case study method. Data collection techniques are carried out through interviews, observations and documentation analysis. The data analysis technique uses the Miles and Huberman analysis technique using the ATLAS.ti analysis tools. While the validity test is carried out with data validity by conducting tests; credibility, transferability, dependability, and confirmability. The results of the study found that: First, Learning planning is carried out by; setting learning objectives, compiling learning steps and learning evaluation. Second, Implementation is carried out with; orientation stage, guidance stage, development stage and conclusion stage. Third, evaluation is carried out with evaluation stages; holistic, diagnostic, formative and summative. Fourth, supporting factors include; student involvement, high teacher creativity, student collaborative learning, program collaboration, contextualization of issues in learning, support for facilities and infrastructure and school environmental culture. Inhibiting factors include; difficulty in determining relevant problems, time availability, lack of teacher understanding, student diversity, difficulty in generating ideas, social, cultural barriers and resistance to change. Fifth, a moderate attitude is shown by; tolerance, openness, respect for diversity, good ethics in interacting, wasathiyah, social harmony, critical and objective. Students' national insight attitudes are shown by; respecting diversity, maintaining unity and integrity, practicing state symbols in everyday life, maintaining the integrity and sovereignty of the state.
