Abstract

Penelitian ini dilakukan di Kabupaten Bandung Barat. Permasalahan Kabupaten Bandung Barat yaitu masih rendahnya pendapatan asli daerah serta belanja modal yang masih dibawah 30% sepanjang tahun 2012-2016, belanja modal Kabupaten Bandung Barat merupakan yang terendah diantara 10 Kabupaten/Kota di pulau Jawa. Tujuan penelitian adalah untuk mengatahui seberapa besar pengaruh dimensi pendapatan asli daerah secara parsial terhadap belanja modal dan untuk mengetahui seberapa besar pengaruh pendapatan asli daerah terhadap belanja modal. Metode yang digunakan dalam penelitian ini adalah metode asosiatif. Populasi dalam penelitian ini adalah Laporan Keuangan Pemerintah Daerah Kabupaten Bandung Barat tahun anggaran 2012-2016. Lalu teknik pengambilan sampel dalam penelitian ini menggunakan teknik purposive sampling. Teknik pengumpulan data diperoleh dengan cara penelitian lapangan dan penelitian kepustakaan. Berdasarkan hasil uji hipotesis menunjukkan bahwa pajak daerah memiliki pengaruh positif secara parsial sebesar 20,52% terhadap belanja modal. Retribusi daerah memiliki pengaruh positif secara parsial sebesar 19,62%. Hasil kekayaan milik daerah dan pengelolaan kekayaan daerah lainnya tidak memiliki pengaruh positif secara parsial terhadap belanja modal. Lalu lain-lain PAD yang sah memiliki pengaruh positif secara parsial sebesar 30,14% terhadap belanja modal. Sedangkan pendapatan asli daerah memiliki pemgaruh terhadap belanja modal sebesar 25%. Problem in District of West Bandung is low regional revenue which is capital expenditure under 30% at 2012-2016, capital expenditure in District of West Bandung is the lowest of 10 districts/cities in Java. The purpose of research is to know the dimensions of how much influence the local revenue partially on capital expenditures and to determine how much influence the local revenue to capital expenditures. The method used in this research is associative method. The population in this study is the Local Government Finance Report in District of West Bandung in 2012-2016. Then sampling technique in this study using purposive sampling technique. The data collection technique was obtained by field research and library research. Based on the results of hypothetical calculations show that local taxes have a positive effect partially by 20.52% of the capital expenditure. Levies have a positive effect partially by 19.62%. Results of wealth owned wealth management area and other areas do not have a positive effect partially to capital expenditure. Then other legitimate PAD have a positive effect partially by 30.14% of the capital expenditure. Meanwhile, regional revenue have influence to capital expenditures amounted to 25%.
