Abstract

Rumusan masalah dalam penelitian ini yaitu bagaimana kemampuan keuangan daerah dalam mendukung pelaksanaan otonomi daerah di Kabupaten Ciamis tahun 2013 – 2016. Penelitian ini bertujuan untuk mengetahui bagaimana kemampuan keuangan daerah dalam mendukung pelaksanaan otonomi daerah di Kabupaten Ciamis tahun 2013 - 2016. Adapun latar belakang penelitian ini adalah masih tingginya ketergantungan fiskal Pemerintah Daerah Kabupaten Ciamis terhadap Pemerintah Pusat, retribusi daerah dan lain-lain pendapatan tidak mencapai target yang telah dianggarkan, penerimaan daerah tidak dapat menutupi pembiayaan yang dikeluarkan pemerintah pada tahun tersebut, indeks pendidikan, IPM Kabupaten Ciamis masih belum tercapai. Metode yang digunakan adalah kualitatif deskriptif, dimana peneliti mencoba memaparkan masalah dan penyelesaiannya, data yang diambil berdasarkan data primer dan data sekunder, teknik pengumpulan data dalam penelitian ini adalah observasi, wawancara dan dokumentasi. Hasil Penelitian ini menunjukan bahwa kemampuan keuangan daerah Kabupaten Ciamis dalam membiayai pelaksanaan pemerintah dan pembangunan masih tergantung pada penerimaan dari pemerintah pusat. Maka dari itu dapat dikatakan bahwa tingkat kemampuan keuangan daerah Kabupaten Ciamis dalam mendukung pelaksanaan otonomi daerah tahun 2013-2016 dianggap masih kurang. The formulation of the problem in this research is how the local financial capacity in supporting the implementation of regional autonomy in Ciamis Regency in 2013-2016. This study aims to find out how the financial capacity of regions in supporting the implementation of regional autonomy in Ciamis Regency in 2013-2016. As for the background of this study is the high fiscal dependence of the local government of Ciamis Regency to the central government, regional levies and other revenues do not reach the budgeted targets, regional revenues can not cover the financing issued by the government in the year, education index, IPM Kabupaten Ciamis still not reached. The method used is descriptive qualitative, where the researcher try to explain the problem and its solution, the data taken based on primary data and secondary data, data collection technique in this research is observation, interview and documentation. The results of this study show that the financial capacity of the district of Ciamis in financing the implementation of government and development still depends on the acceptance of the central government. Therefore it can be said that the level of financial capacity of Ciamis Regency in supporting the implementation of regional autonomy in 2013-2016 is considered to be lacking.
