Abstract

INDONESIA: Penelitian ini dilatarbelakangi oleh permasalahan rendahnya efektivitas pelayanan sertifikasi halal gratis melalui skema deklarasi mandiri bagi pelaku usaha kecil yang difasilitasi oleh Lembaga Pendamping Proses Produk Halal UIN Sunan Gunung Djati Bandung. Banyak pelaku usaha belum memahami urgensi kepemilikan sertifikat halal, sementara proses penerbitan sering menghadapi kendala administratif, keterbatasan sumber daya pendamping, dan lamanya waktu penyelesaian. Tujuan penelitian ini adalah untuk mengetahui sejauh mana pelayanan sertifikasi halal mampu memberikan kemudahan, ketepatan, serta kualitas layanan bagi pelaku usaha kecil. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi terhadap pengelola lembaga, pendamping, serta pelaku usaha. Hasil penelitian menunjukkan bahwa program sertifikasi halal gratis memberikan manfaat nyata dalam meningkatkan legalitas dan daya saing usaha, namun efektivitasnya masih terkendala oleh faktor keterlambatan penerbitan, kurangnya literasi administrasi pelaku usaha, serta ketergantungan pada kualitas komunikasi pendamping. Kesimpulannya, meskipun pelayanan sertifikasi halal gratis telah menunjukkan capaian positif dalam memperluas produk bersertifikat halal, diperlukan peningkatan kecepatan layanan, ketelitian administratif, serta penguatan kapasitas pendamping agar pelayanan dapat berjalan lebih optimal dan berkelanjutan. ENGLISH: This research is motivated by the low effectiveness of free halal certification services through a self-declaration scheme for small businesses facilitated by the Halal Product Process Assistance Institute at UIN Sunan Gunung Djati Bandung. Many businesses do not yet understand the urgency of obtaining a halal certificate, while the issuance process often faces administrative obstacles, limited assistant resources, and long processing times. The purpose of this study is to determine the extent to which halal certification services are able to provide convenience, accuracy, and quality of service for small businesses. The research method used is a qualitative approach with data collection techniques through interviews, observation, and documentation of institution managers, assistants, and business owners. The results show that the free halal certification program provides real benefits in improving the legality and competitiveness of businesses, but its effectiveness is still hampered by factors such as delays in issuance, a lack of administrative literacy of business owners, and dependence on the quality of communication from assistants. In conclusion, although the free halal certification service has shown positive achievements in expanding the reach of halal-certified products, it is necessary to improve service speed, administrative accuracy, and strengthen the capacity of assistants so that the service can run more optimally and sustainably.
