Abstract
INDONESIA: Penelitian ini bertujuan untuk menguji pengaruh kepemimpinan Gubernur Dedi Mulyadi terhadap self motivation pegawai pada Dinas Lingkungan Hidup Provinsi Jawa Barat. Permasalahan dalam penelitian ini berangkat dari belum optimalnya self motivation pegawai yang tercermin dari variasi perilaku kerja, khususnya dalam aspek konsistensi kehadiran dan tanggung jawab kerja. Kondisi tersebut menunjukkan bahwa motivasi internal pegawai masih perlu diperkuat, tidak hanya melalui mekanisme pengawasan, tetapi juga melalui peran kepemimpinan yang efektif. Penelitian menggunakan pendekatan kuantitatif dengan metode analisis Structural Equation Modeling–Partial Least Square (SEM-PLS) menggunakan bantuan perangkat lunak SmartPLS. Penelitian ini melibatkan dua variabel utama, yaitu kepemimpinan sebagai variabel independen dan self motivation sebagai variabel dependen. Variabel kepemimpinan dimodelkan sebagai konstruk tertinggi yang dibentuk oleh idealized influence, inspirational motivation, intellectual stimulation, dan individualized consideration, sedangkan self motivation diukur melalui motivasi intrinsik dan ekstrinsik. Hasil penelitian menunjukkan bahwa seluruh dimensi kepemimpinan berkontribusi signifikan, dengan intellectual stimulation sebagai dimensi dominan. Kepemimpinan berpengaruh positif dan signifikan terhadap self motivation (β = 0,866; p < 0,05) dengan R² sebesar 0,750. Kebaruan penelitian ini terletak pada pengujian empiris kepemimpinan figur publik daerah sebagai konstruk tertinggi terhadap self motivation ASN. Temuan ini menegaskan bahwa kepemimpinan transformasional berperan strategis dalam membangun motivasi intrinsik pegawai sektor publik. ENGLISH: This study aims to examine the influence of Governor Dedi Mulyadi’s leadership on employee self-motivation at the West Java Provincial Environmental Agency. The problem addressed in this study arises from the suboptimal level of employee self-motivation, reflected in variations in work behavior, particularly in attendance consistency and job responsibility. This condition indicates that employees’ internal motivation needs to be strengthened not only through supervisory mechanisms but also through effective leadership. This study adopts a quantitative approach using Structural Equation Modeling–Partial Least Square (SEM-PLS) with SmartPLS software. It involves two main variables: leadership as the independent variable and self-motivation as the dependent variable. Leadership is modeled as a higher-order construct consisting of idealized influence, inspirational motivation, intellectual stimulation, and individualized consideration, while self-motivation is measured through intrinsic and extrinsic motivation. The results indicate that all leadership dimensions contribute significantly, with intellectual stimulation as the most dominant dimension. Leadership has a positive and significant effect on self-motivation (β = 0.866; p < 0.05) with an R² value of 0.750. The novelty of this study lies in the empirical examination of regional public leadership as a higher-order construct influencing civil servant self-motivation. The findings highlight that transformational leadership plays a strategic role in fostering intrinsic motivation in the public sector.
