Abstract

The research examines the directive speech acts in political communication employed by the global leaders at the St. Petersburg International Economic Forum (SPIEF) 2025 plenary session. The study is aimed to identifying the types of directive speech acts used by the global leaders and to analyze how directive speech acts function as a form of political communication. This study employs a descriptive qualitative approach, utilizing content analysis as the data collection method. The data were taken from a video recording of the SPIEF 2025 plenary session uploaded on the DWS News YouTube channel, featuring speeches delivered by five global leaders: President Vladimir Putin of the Russian Federation, President Prabowo Subianto of the Republic of Indonesia, Vice Premier Ding Xuexiang of the People's Republic of China, Shaikh Nasser bin Hamad Al Khalifa of Bahrain, and Vice President Paul Mashatile of the Republic of South Africa. The data analysis was conducted based on the taxonomy of directive speech acts proposed by Bach and Harnish (1982) and the framework of political communication proposed by Bell (1975). A total of 77 utterances were identified as the directive speech acts, of which 39 were selected for the analysis. The findings reveal that five out of six directive types were present in the data: requestives 29, requirements 21, advisories 22, questions 4, and permissives 1, while prohibitives were not found. In terms of political communication, influence was the most dominant form with 55 utterances, followed by authority with 22 utterances, while power was absent from the data. These findings suggest that global leaders at the SPIEF 2025 plenary session favored persuasion over coercion as their primary communicative strategy, reflecting the diplomatic character of the international forum.
