Abstract

This research is motivated by the number of policies issued by the government to tackle poverty, one of which is the hope family program that aims to reduce and break the number of poverty chain, to improve the quality of human resources, and change the support behavior lock mine to improve the welfare of the poorest society. In addition, the special purpose of PKH is to improve access and quality of education and health services for PKH participants, improve the education level of PKH Participants, improve the health status and nutrition of maternity, pregnant women, baby under five years and student, and the members of the Beneficiary Family (KPM). The purpose of this study is to find out how the implementation of family program policy expectations in District Peundeuy Garut regency. This study refers to the theory of public policy implementation by George Charles Edward III that the success of policy implementation is influenced by four dimensions those are communication, resources, disposition and bureaucratic structure. This research uses descriptive qualitative design research method. Acquisition of data conducted by researchers is by observation, interviews, and documentation. Data analysis is done through data reduction, data presentation, conclusion and verification. The results of this study the researchers concluded that the implementation of the expectation family program policy in Peundeuy District, Garut Regency had been carried out well and with the existence of this family program program policy for poor families was very useful because it could support the needs of the poor. But in the implementation there are still obstacles that occur such as there is BPS data (Central Statistics Agency) that is not suitable in the field so that the inaccuracy of PKH aid recipients can be seen from the number of poor families who do not get PKH assistance there are also able families but getting PKH assistance / belonging to PKH participants, the socialization carried out by PKH facilitators was still not optimal because seeing the community's understanding, especially PKH participants on the PKH policy was still lacking, human resources in PKH implementation in Peundeuy District were still lacking due to distance between PKM / PKH participants the one to the other is so far that it takes a long time, the infrastructure of health and education services in Peundeuy Subdistrict is inadequate so that many PKH participants in remote areas have difficulty getting health and education services. Penelitian ini dilatarbelakangi oleh banyaknya kebijakan yang dikeluarkan oleh pemerintah untuk menanggulangi kemiskinan salah satunya kebijakan program keluarga harapan yang bertujuan untuk mengurangi angka dan memutus rantai kemiskinan, meningkatkan kualitas sumber daya manusia, serta mengubah perilaku yang kurang mendukung peningkatan kesejahteraan dari kelompok paling miskin. Selain itu tujuan khusus dari PKH ini adalah meningkatkan akses dan kualitas pelayanan pendidikan dan kesehatan bagi peserta PKH, meningkatkan taraf pendidikan Peserta PKH, meningkatkan status kesehatan dan gizi ibu hamil (bumil), ibu nifas, balita di bawah lima tahun dan anak persekolahan, serta anggota Keluarga Penerima Manfaat (KPM). Tujuan penelitian ini adalah untuk mengetahui bagaimana implementasi kebijakan program keluarga harapan di Kecamatan Peundeuy Kabupaten Garut. Penelitian ini mengacu pada teori implementasi kebijakan publik menurut George Charles Edward III bahwa keberhasilan implementasi kebijakan dipengaruhi oleh empat dimensi yaitu komunikasi, sumber daya, disposisi dan struktur birokrasi. Penelitian ini menggunakan metode penelitian kualitatif desain deskriptif. Perolehan data yang dilakukan oleh peneliti yaitu dengan observasi, wawancara, dan dokumentasi. Analisis data dilakukan melalui reduksi data, penyajian data, penarikan kesimpulan dan verification. Hasil penelitian ini peneliti menyimpulkan bahwa implementasi kebijakan program keluarga harapan di Kecamatan Peundeuy Kabupaten Garut sudah dilaksanakan dengan baik dan dengan adanya kebijakan program keluarga harapan ini bagi keluarga tidak mampu sangat bermanfaat karena bisa menunjang kebutuhan masyarakat miskin. Namun dalam pelaksanaannya masih terdapat kendala- kendala yang terjadi seperti terdapat data BPS (Badan Pusat Statistik) yang tidak sesuai dengan di lapangan sehingga adanya ketidaktepatan penerima bantuan PKH hal ini bisa dilihat dari banyaknya keluarga miskin yang tidak mendapatkan bantuan PKH ada juga keluarga yang mampu tapi mendapatkan bantuan PKH/ tergolong sebagai peserta PKH, Sosialisasi yang dilaksanakan pendamping PKH masih belum optimal karena melihat pemahaman masyarakat khususnya peserta PKH terhadap kebijakan PKH ini masih kurang, sumber daya manusia dalam pelaksanaan PKH di Kecamatan Peundeuy masih kurang karena faktor jarak antara KPM/ peserta PKH yang satu dengan yang lainnya sangatlah jauh sehingga memakan waktu yang lama, sarana prasarana layanan kesehatan dan pendidikan di Kecamatan Peundeuy belum memadai sehingga banyak peserta PKH yang berada di pelosok kesulitan mendapatkan layanan kesehatan dan pendidikan.
