Abstract

Jakarta Provincial Government through Department of Transportation and Transportation continue to attempt to unravel congestion happened in Jakarta one of them by applying the policy of restriction of motor vehicle based on odd number plate even, odd oversight even still done manually that seen car plate one by one when red light. To respond to the problem of the determination of the odd or even vehicle plate that is still manual, there is interest to raise the issue into a topic of image-processing research to determine even odd vehicle number plate using template matching method. From the research results accuracy level for the processing of Indonesian vehicle number plate that has a black background of 10 samples obtained an accuracy of 78.08%, indicating that the accuracy of the processing of image readings sebuha using template matching is influenced by many factors such as the level of light intensity, an image, the background of vehicle plate and vehicle font.
