Abstract

INDONESIA Kemampuan para Pendidik dan Tenaga Kependidikan pada PAUD Persatuan Islam di wilayah Jawa Barat sangat beragam. Keberagaman kemampuan tersebut diakibatkan oleh banyak faktor baik internal maupun ekternal. Selain itu organisasi penyelenggara dari pusat sampai cabang dirasakan belum maksimal dalam memberikan pembinaan dan pelatihan. Hal tersebut berdampak pada lemahnya kreatifitas Pendidik PAUD Persis dalam mengembangkan isi materi dan mengelola kelas saat proses pembelajaran. Kondisi ini diperparah dengan belum dirumuskannya Standar PAUD Persis, padahal akan mempengaruhi tingkat pencapaian perkembangan anak, dan menjadi sulit bagi para Pengelola untuk mewujudkan PAUD Persis yang lebih bermutu. Penelitian ini bertujuan untuk mengetahui Standar Isi PAUD Persis, mengetahui Standar Proses PAUD Persis, menganalisis tahapan implementasi Standar Isi dan Standar Proses, menganalisis faktor-faktor pendukung dan penghambat ketercapaian Standar Isi dan Standar Proses, menganalisis pengaruh organisasi Persis terhadap pelaksanaan Standar Isi dan Standar Proses PAUD Persis, dan menghasilkan rumusan model Standar Isi dan Standar Proses PAUD Persis. Metode yang digunakan deskriptif analisis dengan pendekatan kualitatif. Sumber data diperoleh dari responden dan sejumlah dokumen yang berkaitan dengan Standar Isi dan Standar Proses dengan lokus di TK Persis 07 Al Istiqomah I Kab.Bandung, RA Persis 05 Cianjur, dan KOBER Persis 326 Miftahul Huda Jatinangor Kab.Sumedang. Sedangkan teknik pengumpulan data dengan obeservasi, wawancara, dan dokumentasi. Data yang terkumpul kemudian dianalisis dengan teknik trianggulasi dan member cek. Penelitian ini menyimpulkan: (1) Standar Isi PAUD Persis adalah kriteria minimal dari isi materi yang memuat program pembentukan perilaku dan program pengembangan kemampuan dasar melalui pendidikan keagamaan dan pendidikan umum yang dilaksanakan secara terpadu, (2) Standar Proses PAUD Persis adalah kriteria minimal dalam proses pembelajaran dalam mencapai tujuan penyelenggaraan satuan pendidikan dan tujuan pendidikan Persatuan Islam., (3) Implementasi Standar Isi mengembangkan bahan ajar dalam beberapa Tema dan Sub tema, sedangkan implementasi Standar Proses meliputi Perencanaan, Pelaksanaan, Penilaian, dan Pengawasan pembelajaran. (4) Faktor Pendukung dan Penghambat Ketercapaian Standar Isi dan Standar Proses PAUD Persis bersifat internal dan eksternal, (5) Pengaruh Organisasi (Jam`iyyah) Persis terhadap pelaksanaan Standar Isi dan Standar Proses dalam tataran kebijakan dan program-program yang dapat membantu peningkatan profesionalitas Pendidik dan kualitas PAUD Persis, (6) Rumusan Model Standar Isi dan Standar Proses PAUD Persis berisi kriteria minimal tentang isi materi dan proses pembelajaran dengan memadukan antara Permendikbud 137 tahun 2014, Pedoman Sistem Pendidikan Persis dan PAI PAUD Persis. Rumusan Standar Pendidikan Anak Usia Dini Persatuan Islam sesuai dengan semangat filosofis Persatuan Islam yaitu kesatuan dalam “rasa”, kesatuan dalam “suara”, kesatuan dalam “usaha” dan kesatuan dalam “pemikiran”. ENGLISH The ability of the Teachers and Education Personnel in early childhood education Persatuan Islam in West Java is very diverse. This study aims to determine the Content Standard early childhood Persis, knowing Processing Standards early childhood Persis, analyze implementation stages Content Standard and Standard Process, analyze the factors supporting and hindering the achievement of Content Standards and Standard Process, analyzing the influence of the organization Exactly on the implementation of Content Standards and Standards Process Exactly early childhood, and resulted in the formulation models Content Standards and process Standards early childhood Persis. This research uses descriptive analysis method with a cualitative approach. Sources of primary data, secondary and tertiary derived from a number of literature that is closely related to the Content Standards and Process Standards with in the TK locus Persis 07 Al Istiqomah I Kab.Bandung, RA Persis 05 Cianjur, and Kober Persis 326 Miftahul Huda Jatinangor Kab.Sumedang. While data collection techniques by observation, interviews, literature study and documentation. The collected data was then analyzed using triangulation techniques and member checks. Through this research concluded that: (1) Content Standard early childhood Persis is the criteria on the content of the materials containing formation program behavior and program development of basic capabilities through religious education and general education are implemented in an integrated manner, (2) Processing Standards early childhood Persis is criteria a learning process with attention to achieve the objectives of the education units and educational purposes Islamic Union. (3) Implementation of Content Standards develop teaching materials in several themes and sub-themes are directly related to the needs of learners, while the implementation of Standard process educators is Planning, Implementation , Assessment and Monitoring. (4) Supporting and Inhibiting Factors Achievement Content Standards and Process Standards early childhood Persis is internal and external, (5) Effect of Organization (Jam`iyyah) Exactly the Content Standards and Standards implementation process at the level of policies and programs that can help increase the professionalism Exactly educators and the quality of early childhood education, (6) formulation Model Content Standards and process Standards early childhood Persis contain minimum criteria on the content of the materials and the implementation process of learning by combining Permendikbud 137 2014 Education and Guidance System Persis. Formulation Standards early childhood in accordance with the spirit of philosophical Persatuan Islam is unity in " taste ", unity in the" voice ", the unity of the" business "and unity in the" thought ".
