Abstract

INDONESIA Pelaksanaan alokasi dana desa seringkali tidak tepat dalam penggunaanya, banyak sekali terjadi penyimpangan-penyimpangan dalam alokasinya, sumber daya manusianya rendah, tenaga ahli di desa kurang dan perencanaan program yang tidak tepat sasaran dan bahkan menyalahi aturan yang ditetapkan baik itu oleh pemerintah daerah maupun pusat. Sehingga hal tersebut mengakibatkan kurang efektifnya penyelenggaraan alokasi dana desa. Penelitian ini bertujuan untuk menjelaskan dan menggambarkan efektivitas pengelolaan alokasi dana desa dalam pemberdayaan masyarakat di Desa Cileunyi Kulon kecamatan Cileunyi Kabupaten Bandung Tahun 2017. Jenis penelitian yang digunakan adalah penelitian deskriptif kualitatif. Sumber data yang digunakan adalah sumber data primer dan data sekunder yang berkaitan dengan situasi dan kondisi empiris. Adapun analisis data yang terdiri dari empat komponen yaitu pengumpulan data, reduksi data, penyajian data dan penarikan kesimpulan. Fokus penelitian dalam skripsi ini meliputi Efektivitas, Perencanaan, Pelaksanaan dan Pertanggungjawaban dari Pengelolaan Alokasi Dana Desa dalam Pemberdayaan Masyarakat di Desa Cileunyi Kulon. Hasil penelitian menunjukkan bahwa efektivitas pengelolaan alokasi dana desa dalam pemberdayaan masyarakat di Desa Cileunyi Kulon berjalan efektif, namun dalam penyusunan rencana kegiatan, penentuan kebijakan penggunaan alokasi dana dan keterbatasan kemampuan sumber daya manusia (SDM) aparatur pemerintah desa menjadi problem utama sehingga pemahaman perencanaan pengelolaan alokasi dana desa, pelaksanaan pemberdayaan masyarakat dan pembangunan belum maksimal dikarenakan para teknisi pembangunan masih kurang dan belum tepat sasaran. Kemudian dalam segi efektivitas pengelolaan alokasi dana desa mencapai 100% artinya pengelolaan alokasi desa Cileunyi Kulon pada Tahnu 2017 berjalan efektif. So it resulted in less effective conducting of the allocation of funds. This research aims to describe and illustrate the effectiveness of the management of the allocation of funds within the village community empowerment in Cileunyi subdistrict Cileunyi Kulon village of Bandung Regency Year 2017. This type of research is descriptive qualitative research. The date source used is the source of primary data and secondary date with regard to the situation and condition of the empirical. As for the data analysis consists of four components, namely data collection, data presentation, date reduction and withdrawal of the conclusion. The focus of the research in this thesis includes effectiveness, planning, implementation and accountability of the management of the allocation of Funds within the Village community empowerment in Cileunyi Kulon Village. The results showed that the effectiveness of the management of the allocation of funds within the village community empowerment in Cileunyi Kulon, Village village Government has involved the villagers in the preparation of the plan of activities and the determination of the use policy the village Fund and the allocation of the limited ability of the human resources (HR) village government apparatus so that an understanding of planning management of the allocation of funds and implementation of community empowerment and development is still lacking because the technicians development is still lacking and yet right on target. Then in terms of the effectiveness of the management of the allocation of the funds of the village reached 100% means that the management of the allocation of the villages in Cileunyi Kulon 2017 runs effectively.
