Abstract

INDONESIA: Pendidikan dasar merupakan salah satu perwujudan dari konsep pendidikan untuk semua. Terpenuhinya hak masyarakat dalam mendapatkan pendidikan dasar yang bermutu merupakan sebuah ukuran keadilan dan pemerataan hasil pembangunan. Berdasarkan data Badan Pusat Statistik, Indeks Pembangunan Manusia Kabupaten Purwakarta yakni 68,56 angka ini di bawah angka IPM Provinsi Jawa Barat yakni 70,05. Salah satu penyebab rendanya IPM Kabupaten Purwakarta yakni rendahnya rata-rata lama sekolah di Kabupaten Purwakarta. Penelitian ini bertujuan untuk menganalisis formulasi kebijakan pendidikan, proses implementasi, hasil kinerja kebijakan, strategi implementasi kebijakan pendidikan dan faktor pendukung dan faktor penghambat implementasi kebijakan pendidikan wajib belajar sembilan tahun di Kabupaten Purwakarta. Penelitian ini menggunakan pendekatan evaluatif. Adapun sumber data primer adalah Dinas Pendidikan Kabupaten Purwakarta, DPRD Kabupaten Purwakarta, Dewan Pendidikan Kabupaten Purwakarta, Camat dan berbagai pihak yang terlibat dalam proses implementasi kebijakan pendidikan dasar di Kabupaten Purwakarta. Adapun sumber data sekunder berasal dari dokumentasi dan arsip pendukung yang berkaitan dengan penelitian ini. Data dikumpulkan melalui wawancara mendalam, observasi, dan dokumentasi. Teknik analisis data yang peneliti gunakan adalah analisis deskriptif kualitatif, yaitu analisis data yang berupa kata-kata. Hasil penelitian menunjukkan bahwa formulasi kebijakan pendidikan wajib belajar sembilan tahun di Kabupaten Purwakarta dilakukan sesuai dengan Undang-Undang nomor 10 tahun 2004 dengan melibatkan Dinas Pendidikan, DPRD, Dewan Pendidikan, pakar pendidikan dan perguruan tinggi. Proses implementasi kebijakan pendidikan dilakukan melalui proses sosialiasi, penerapan kebijakan disertai pengawasan dan pengendalian dan evaluasi kebijakan. Hasil kinerja kebijakan wajib belajar sembilan tahun di Kabupaten Purwakarta menunjukkan hasil yang optimal dan telah berjalan secara efektif. Strategi implementasi kebijakan pendidikan dilakukan melalui: desentralisasi pendidikan, kelembagaan pendidikan yang terbagi menjadi lembaga formal dan non formal, dan pembiayaan. Faktor pendukung implementasi kebijakan pendidikan yakni: faktor komunikasi, faktor sumber daya, faktor disposisi dan faktor struktur birokrasi. Sedangkan faktor penghambat implementasi kebijakan yakni faktor sasaran kebijakan.   ENGLISH: Basic education is one of the embodiments of education concepts for all. The fulfillment of the right of societies in getting the quality of education is measure of justice and development. Based on data from the Central Bureau of Statistics, the Human Development Index (HDI) in Purwakarta District reached 68.56 and this figure is under the West Java Province HDI rate 70.05. One of the low causes of HDI in Purwakarta District is the low average of learning period in Purwakarta. This study aims to analyze policy formulation, policy implementation, policy performance, analyzethe strategy of implementing eucation policy and analyze the supporting and inhibiting factors for the implementation of the nine-year compulsory education policy in Purwakarta District. This study used a evaluative approach. The primary data sources were obtained from the Purwakarta District Education Office, Purwakarta District DPRD, Purwakarta District Board of Education, camat and various parties involved in the process of implementing basic education policies in Purwakarta. The secondary data sources were from supporting documentation and archives relating to this research. Data was collected through in-depth interviews, observations, and documentation. The data analysis technique that the researcher used was descriptive qualitative analysis, which is the analysis of data in the form of words. The results showed that the formulation of nine-year Compulsory education policy in Purwakarta regency was carried out in accordance with Laws No. 10 year 2004 by involving the Department of Education, the Regional House of Representatives, Board of Education, education experts and universities. The process of implementing education policy is done through the process of socialization, policy implementation with supervision and control and policy evaluation. The results of the performance of the nine-year compulsory education policy in Purwakarta District showed optimal results and had been running effectively. The strategy for implementing the nine-year compulsory education policy in Purwakarta Regency was carried out through: decentralization of education, educational institutions that are divided into formal and non-formal institutions, and educated financing. In addition the factors are supporting the implementation of the nine-year compulsory education policy in Purwakarta District, namely: communication factors, resource factors, disposition factors and bureaucratic structure factors. While the inhibiting factors for the implementation of the nine-year compulsory education policy in Purwakarta District are namely the policy target factor.   ARABIC: التعليم الأساسي هو أحد تحتيق مفاهيم التعليم للجميع.حصول حقوق المجتمع التي تتحقق للحصول على جودة التعليم معيارالعدالة و تعميم نتائج التنمية . واستنادا إلى بيانات من المكتب المركزي للإحصاء ، وصل مؤشر التنمية البشرية (HDI) في مقاطعة بورواكارتا إلى ٦٨.56 وهذا الرقم تحت معدل ٧٠.05 في مقاطعة جاوة الغربية.أحد أسباب انخفاض مؤشر التنمية البشرية في مقاطعة بورواكارتا هو انخفاض متوسط فترة تعلم المدارس في بورواكارتا. تهدف هذه الدراسة إلى تحليل صيغت سياسة التعليم ، تنفيذ السياسات ، أداء السياسات وتحليل استراتيجية تنفيذ سياسة التعليم وتحليل العوامل الداعمة وعوامل تثبيط تنفيذ سياسة التعليم الإلزامي لمدة تسع سنوات في مقاطعة بورواكارتا. تستخدم هذه الدراسة مثمن نوعيًا.تم الحصول على مصادر البيانات الأولية من مكتب مقاطعة بورواكارتا التعليمي ، ومنطقة بورواكارتا دي بي ار دي ، ومجلس مقاطعة بورواكارتا للتعليم ، وكامات والعديد من الأطراف المشاركة في عملية تنفيذ سياسات التعليم الأساسي في بورواكارتا.مصادر البيانات الثانوية تأتي من الوثائق الداعمة والمحفوظات المتعلقة بهذا البحث.تم جمع البيانات من خلال المقابلات المعمقة والملاحظات والوثائق.إن تقنية تحليل البيانات التي يستخدمها الباحث هي التحليل النوعي الوصفي ، وهو تحليل البيانات في شكل كلمات. اكتشفت النتائج صيغت سياسة التعليم الإلزامي لمدة تسع سنوات في مقاطعة بورواكارتا مع الد ستو ررقم ١٠ سنة ٢٠٠٤ تنطو ى وزرة التعلم و بر لما ن وا لعلما ء وا لجا معة. يتم تنفيد عملية تنفيد سيا سة من خلا ل التنشئة الا جتما عية و يرا فق تطبقة من قبل الا شر ف. أظهرت نتائج أداء سياسة التعليم الإلزامي لمدة تسع سنوات في مقاطعة بورواكارتا أفضل النتائج وتم تشغيلها بفعالية.يتم تنفيذ استراتيجية تنفيذ سياسة التعليم الإلزامي لمدة تسع سنوات في بورواكارتا ريجنسي من خلال: لامركزية التعليم ، والمؤسسات التعليمية المقسمة إلى مؤسسات رسمية وغير رسمية ، وتمويل.العوامل التي تدعم تنفيذ سياسة التعليم الإلزامي لمدة تسع سنوات في مقاطعة بورواكارتا ، وهي: عوامل الاتصال ، وعوامل الموارد ، والعوامل التصرفية والعوامل الهيكلية البيروقراطية.في حين أن العوامل المثبطة لتنفيذ سياسة التعليم الإلزامي لمدة تسع سنوات في مقاطعة بورواكارتا ، أي عامل استهداف السياسة.
