Abstract

INDONESIA Otonomi daerah (OTDA) adalah kewenangan untuk mengatur dan mengurus kepentingan masyarakat setempat menurut prakarsa sendiri berdasarkan aspirasi masyarakat dengan peraturan perundang-undangan. Dengan kebijakan OTDA diharapkan akan mempermudah pemerintah dalam mengatasi permasalahan masyarakatnya sampai domain (area) yang kecil dan menyeluruh. Teknik statistika yang tujuannya untuk memperoleh penduga pada area (domain) kecil, dimana penduga survei langsung tidak dapat diandalkan, bahkan kadang-kadang tidak dapat dihitung yang disebabkan oleh terbatasnya ukuran sampel yang tersedia dinamakan dengan Small Area Estimation (Pendugaan Area Kecil). Pembahasan pendugaan area kecil ini diutamakan pada penggunaan model area kecil yang eksplisit melalui kekuatan peminjaman (borrow strength) dari area yang berdekatan menurut ruang berupa lokasi atau waktu melalui informasi tambahan yang diperkirakan berkorelasi dengan variabel yang diamati. Dalam penelitian ini dikaji perbandingan penerapan metode Langsung dan metode Pendugaan Area kecil dalam mengestimasi kemiskinan di Kota Sukabumi. Hasil penelitian didapatkan nilai galat rata-rata (Mean Square Error, MSE) Pendugaan Area Kecil lebih kecil daripada metode Langsung, hal ini menunjukan bahwa Pendugaan Area Kecil lebih baik dibandingkan metode Langsung dalam mengestimasi kemiskinan di Kota Sukabumi. Adapun garis kemiskinan Kota Sukabumi yaitu sebesar Rp. 551,523,- dan Kecamatan Cibeureum merupakan satu-satunya kecamatan yang memiliki pengeluaran per kapita dibawah garis kemiskinan. Sehingga penduduk kecamatan cibeureum tergolong dalam penduduk yang miskin. With the policy of otonomous region expected to facilitate the government for solving the problem of the community until small area and comprehensive. Statistical technique which aims to obtaining a estimate on the small area (domain), where the direct survey estimators are not reliable, even sometimes can not be calculated because of the limited sample size available is Small Area Estimation. The main discussion of small area estimation about the use of explicit model of a small area through borrow strength of the near area according to space (location) or time with using the additional information expected to correlate with the observed variables. This thesis examined the comparison of direct estimation and small area estimation for estimating poverty in the Sukabumi city. The result showed MSE of small area estimation is smaller than direct estimation, it is shows small area estimation is better than direct estimation for estimating poverty in Sukabumi city. The poverty line of Sukabumi city is Rp. 551,523,- and cibeureum district is only one district which under poverty line. So that population of cibeureum district be poor community in Sukabumi city.
