Abstract

INDONESIA: Bagi panitia penerimaan peserta didik baru di madrasah, pemilihan sistem rekrutmen peserta didik baru selalu menjadi bahan pertimbangan. Madrasah Aliyah Swasta (MAS) Manba’ul Huda dan MAS Sirnamiskin Kota Bandung merupakan madrasah yang tingkat peminatnya tinggi, namun disamping itu masih memiliki kekurangan pada aspek kinerja dan pengelolaan lembaganya. Tujuan penelitian ini, yaitu untuk mengetahui manajemen rekrutmen peserta didik dengan menganalisis dan mendeskripsikan kebijakan rekrutmen, proses rekrutmen peserta didik, serta problematika rekrutmen peserta didik di MAS Manba’ul Huda dan MAS Sirnamiskin Kota Bandung. Proses rekrutmen peserta didik merupakan usaha sadar sistemastis yang dilakukan lembaga untuk menjamin peserta didik yang diterima dan dianggap paling tepat atau sesuai dengan kriteria yang ditentukan berdasarkan jumlah yang dibutuhkan. Dalam proses rekrutmen peserta didik tersebut terdapat suatu kebijakan sistem yang ditetapkan, kriteria peserta didik, prosedur rekrutmen dan problematika rekrutmen. Prosedur rekrutmen peserta didik baru yaitu pembentukan panitia, rapat penentuan peserta didik baru, pembuatan, pemasangan, atau pengiriman pengumuman, pendaftaran peserta didik baru, seleksi, penentuan peserta didik yang diterima, dan registrasi peserta didik baru yang diterima. Pendekatan kualitatif yang digunakan dalam penelitian ini, dan jenis penelitiannya adalah multi situs. Pengumpulan data melalui wawancara mendalam, observasi, dan studi dokumentasi. Menghasilkan data deskriptif berupa kata-kata tertulis atau dari lisan orang-orang yang diamati. Hasil Penelitian menunjukkan, bahwa kebijakan rekrutmen peserta didik di kedua madrasah terdiri dari dua, yaitu: kebijakan sistem rekrutmen yang mencakup kebijakan sistem real time online, jalur akademik, dan jalur afirmasi RMP (Rawan Melanjutkan Pendidikan). Adapun kebijakan operasional mencakup: persyaratan peserta didik, waktu dan tempat rekrutmen, kriteria panitia rekrutmen, dan kriteria peserta didik. Perencanaan rekrutmen disusun dalam program madrasah di awal tahun ajaran, analisis kebutuhan peserta didik baru di MAS Manba’ul Huda sebanyak 80 orang, sedangkan di MAS Sirnamiskin sebanyak 150 orang. Pelaksanaan tes seleksi terdiri dari tes lisan dan tulisan, 1 gelombang bagi MAS Manba’ul Huda, 5 gelombang bagi MAS Sirnamiskin, penentuan hasil tes seleksi peserta didik diprioritaskan bagi mereka yang tingkat motivasi belajarnya tinggi, hasil tes diumumkan satu minggu setelah dilaksanakan, selanjutnya dilakukan daftar ulang. Evaluasi dilaksanakan di akhir proses rekrutmen, kedua madrasah berhasil mendapatkan kriteria mutu calon peserta didik. Untuk hasil tes dan rekomendasi dari kuasa tertinggi bukan termasuk problem, namun khusus bagi MAS Manba’ul Huda daya tampung ruang kelas masih menjadi problem hingga saat ini, yang harus dicarikan solusinya. ENGLISH: The selection of the right recruitment system for new students is always taken into consideration for the committee of new student admissions in madrasah. Private Madrasah Aliyah (MAS) Manba'ul Huda and MAS Sirnamiskin, Bandung City, are the madrasahs with great numbers of interested people, but they are still lack of the performance and management of the institutions. The purpose of this study was to know the management of student recruitment by analyzing and describing the recruitment policies, the recruitment process of students, and the problem of student recruitment in MAS Manba'ul Huda and MAS Sirnamiskin, Bandung. The recruitment process of students is a systematic conscious effort by institutions to guarantee that the admitted students are considered the most appropriate or in accordance with the criteria based on the numbers needed. In the process of recruiting these students there are system policy, criteria for students, recruitment procedures and recruitment problems. The procedure for recruiting new students began from forming the committees, meeting for determining new students, making, installing, or sending announcements, registering new students, selecting, determining students who are accepted and registering the admitted students. The quallitative approach used in this study, and the type of research is multi-site. Data collection through in-depth interviews, observation, and documentation studies. Produce descriptive data in the form of written words or form oral people who are observed. The results showed that the recruitment policy of students in the two madrasas consisted of two, namely: The recruitment system policies that included real time online system policies, academic channels, and the RMP affirmation pathway (Prone to Continuing Education). The operational policies included: student requirements, time and place of recruitment, criteria for the recruitment committee, and criteria for students. The recruitment planning was arranged in the madrasah program at the beginning of the shool year. The need analysis of new students at MAS Manba'ul Huda was 80 people, while in MAS Sirnamiskin there were 150 people. The selection test consisted of oral and written tests; one session for MAS Manba'ul Huda and five sessions for MAS Sirnamiskin. The determination of the test results was prioritized for students who had high learning motivation. The announcement of the results was done one week after that, which then re-registered. The evaluation was carried out at the end of the recruitment process in order that both madrassas managed to get the quality criteria of prospective students. The results of the tests and the recommendations of the highest man-power were not a problem, but specifically for MAS Manba'ul Huda the capacity of classrooms is still a problem to date, so a solution must be addressed.
