Abstract

INDONESIA Kesadaran akan pentingnya mutu pendidikan dewasa ini semakin diperlukan bagi masyarakat dalam rangka menjawab permasalahan rendahnya mutu pendidikan yang perlu diperbaiki khususnya di MTs sebagai lembaga pendidikan formal dengan kekhasan agama Islam. Penyebab rendahnya mutu pendidikan di MTs yaitu, belum terpenuhinya Standar Nasional Pendidikan (SNP) seperti di MTs Kabupaten Bandung Barat. Salah satu upaya untuk memenuhi SNP di MTs tersebut yaitu dengan mengimplementasikan SPMP berbasis Manajemen Mutu Terpadu. Namun pada kenyataannya implementasi SPMP berbasis Manajemen Mutu Terpadu di MTs Negeri Kabupaten Bandung Barat belum memenuhi SNP yang optimal, sehingga mutu pendidikan di MTs Negeri Kabupaten Bandung rendah. Oleh karena itu penulis merasa perlu untuk meneliti hal tersebut. Adapun yang menjadi fokus penelitian ini adalah implementasi SPMP berbasis Manajemen Mutu Terpadu di MTs Negeri Kabupaten Bandung Barat. Tujuan penelitian ini untuk menganalisis implementasi SPMP berbasis Manajemen Mutu Terpadu di MTs Negeri Kabupaten Bandung Barat dalam hal perencanaan program, pelaksanaan program, pengawasan dan evaluasi program, kendala dan upaya mengatasi kendala dalam implementasi SPMP dan tingkat keberhasilan SPMP dalam meningkatkan mutu pendidikan. Kerangka pemikiran dalam penelitian ini yaitu implementasi SPMP berbasis Manajemen Mutu Terpadu di MTs Negeri Bandung Barat untuk terpenuhinya SNP peningkatan mutu madrasah. Dalam penelitian ini menggunakan beberapa teori diantaranya Teori Total Quality Manajemen (Manajemen Mutu Terpadu) dalam Pendidikan oleh Edward Sallis sebagai teori induk utama (Grand Theory), teori Model Penjaminan Mutu Pendidikan oleh Harmanto sebagai tataran teori antara (Midle Range Theory) dan teori Pland Do Ceck and Action oleh Walter Shewhaet Cycle, Deming sebagai teori terapan (Applied Theory). Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif analititik. Objek penelitiannya adalah kepala madrasah, guru madrasah, TU, ketua komite, pengawas, dan peserta didik. Teknik pengumpulan data dilakukan dengan observasi, wawancara, dokumentasi dan studi kepustakaan. Pelaksanaan pengumpulan data dilakukan melalui orientasi, eksplorasi, dan member chek. Teknik analisis dan penafsiran dilakukan dengan reduksi data, display data, triangulasi, pengambilan kesimpulan dan verifikasi data. Hasil penelitian menunjukkan bahwa dengan implementasi SPMP berbasis Menejemen Mutu Terpadu di MTs Negeri Kabupaten Bandung Barat yang optimal mampu meningkatkan mutu madrasah. Hal tersebut dapat dilihat dari kegiatan merencanakan program, melaksanakan program, melaksanakan pengawasan dan evaluasi, upaya mengatasi kendala dalam implementasi SPMP dan tingkat keberhasilan SPMP dalam meningkatkan mutu madrasah, sehingga madrasah mampu mencapai SNP dan mampu mengembangkan mutu madrasah yang berkelanjutan. ENGLISH Awareness of the importance of the quality of education today is increasingly needed for the community in order to answer the problem of the low quality of education that needs to be improved, especially in Islamic State Junior High School as a formal educational institutions with Islamic religious peculiarities. The cause of low quality education in Islamic State Junior High School is not yet fulfilled National Education Standards as in Islamic State Junior High School in West Bandung district. One of the efforts to fulfill National Education Standards in Islamic State Junior High School is by implementing Quality Assurance of Educational Systems based on Total Quality Management. But in reality the implementation of Quality Assurance of Educational Systems based Total Quality Management in Islamic State Junior High School in West Bandung district has not fulfilled the National Education Standards so that the quality of education in Islamic State Junior High School in West Bandung district is low. Therefore the authors feel the need to examine it. The focus of this research is the implementation of Quality Assurance of Educational Systems based on Total Quality Management in Islamic State Junior High School in West Bandung district. The purpose of this research is to analyze the implementation of Quality Assurance of Educational Systems based on Total Quality Management in Islamic State Junior High School in West Bandung district in terms of program planning, program implementation, monitoring and evaluation program, constraints and efforts to overcome obstacles in the implementation of Quality Assurance of Educational Systems and Quality Assurance of Educational Systems success rate in improving the quality of education. The framework in this research is the implementation of Quality Assurance of Educational Systems based on Integrated Quality Management in Islamic State Junior High School in West Bandung district to fulfill National Education Standards to improve the quality of school. In this research using several theories such as Total Quality Management Theory (Quality Management Integrated) in Education by Edward Sallis as the main theory of theory (Grand Theory), theory of Quality Assurance Model of Education by Harmanto as the theoretical level between (Midle Range Theory) and Pland Do theory Ceck and Action by Walter Shewhaet Cycle, Deming as an applied theory (Applied Theory). This research uses qualitative approach with descriptive analytic method. The object of his research is the head master of school, teachers school, Administrators, chairman of the committee, supervisors, and learners. Technique of collecting data is done by observation, interview, documentation and literature study. Implementation of data collection is done through orientation, exploration, and member check. Analysis and interpretation technique is done by data reduction, data display, triangulation, conclusion and data verification. The results of this research showed that with the implementation of Quality Assurance of Educational Systems based Total Quality Management in Islamic State Junior High School in West Bandung district that can optimally improve the quality of school. This can be seen from the program planning activities, implementing the program, carry out monitoring and evaluation and constraints and efforts to overcome obstacles in the implementation of Quality Assurance of Educational Systems and Quality Assurance of Educational Systems success rate in improving the quality of madrasah. so that madrasah can achieve SNP and able to develop sustainable madrasah quality.
