Abstract
INDONESIA : Sarana dan prasarana merupakan salah satu aspek yang perlu diperhatikan dalam implementasi MBS dan pengadaannya merupakan kewenangan serta tanggung jawab sekolah. Sekolah dituntut untuk mampu menerapkan manajemen sarana dan prasarana yang optimal sehingga mampu memberdayakan yang sudah ada dan bahkan melengkapi kebutuhan yang belum ada. Sarana dan prasarana merupakan alat yang dapat mendukung dan memfasilitasi realisasi program-program pendidikan yang telah ditetapkan dalam perencanaan pendidikan. Sarana pendidikan adalah peralatan dan perlengkapan yang secara langsung dipergunakan dan menunjang proses pendidikan, khususnya proses belajar mengajar, seperti gedung, ruang kelas, meja, serta alat-alat dan media pengajaran. Penelitian ini merupakan penelitian lapangan yang dilakukan di MA Al-Falah II Nagreg Kab. Bandung yang dipilih secara purposive dengan tujuan untuk menganalisis hasil temuan-temuan penelitian yang berkaitan dengan perencanaan, pelaksanaan, pengawasan, kendala dan upaya mengatasi kendala dalam pengembangan sarana dan prasarana di sekolah. Dalam penelitian ini penulis menggunakan metode analisis deskriptif yang diawali dengan tahapan pengumpulan data dalam bentuk observasi, wawancara dan dokumentasi. Sehingga terkumpul berbagai jenis data yang berkaitan dengan masalah penelitian, lalu verifikasi keabsahan data menggunakan tekhnik triangulasi. Kemudian penulis melakukan analisis dan interpretasi data untuk mencari jawaban dari persoalan yang diajukan dalam kajian ini. Dari hasil penelitian yang dilakukan diperoleh jawaban bahwa: (1) Manajemen Berbasis Sekolah diartikan sebagai pengalihan dalam pengambilan keputusan dari tingkat pusat sampai ke tingkat sekolah, (2) perencanaan pengembangan sarana prasarana dimulai dari menganalisis kebutuhan, melakukan survei, memilih kebutuhan utama dan mengembangkan educational specification, (3) pelaksanaan pengembangan sarana prasarana dilaksanakan melalui bantuan dari komite sekolah, orang tua siswa dan pemerintah, (4) pengawasan pengembangan sarana prasarana dilakukan melalui pendekatan langsung dan pendekatan tidak langsung, (5) kendala yang dihadapi dalam pengembangan sarana dan prasarana yaitu rendahnya keterlibatan kalangan pengusaha di lingkungan pendidikan, belum meratanya kemampuan manajerial komite sekolah, belum meratanya kompetensi orang tua dan masyarakat, masih rendahnya keterlibatan siswa dalam proses pemeliharaan sarana prasarana sekolah, (6) upaya yang dilakukan dalam mengatasi kendala dalam pengembangan sarana prasarana yaitu pembinaan personal, peningkatan kualitas manajemen, membangun komitmen awal orang tua dan calon siswa, dan mengadakan kerja sama dengan sekolah/lembaga lain. ENGLISH : Facilities and infrastructure are one of the aspect which is needed to be concerned in implementing Management Based School and the foundation is the authority and responsibility of the school. The school is required to implement a management of optimized facilities and infrastruture to empower the existing and no existing needs. Facilities and infrastructure are tools that support and fasilize the realitation of educational programs which have been done in education planning. Education facilities are the tools which are directly used to support educational process, especially the process of teaching and learning such as the buildings, class rooms, tables, and teaching media tools. This research is the field research, which is observed in MA Al-Falah II Nagreg, Bandung that was chosen by purposive. The purpose of this research is to analyze the results of research relating to planning, implementing, monitoring the problems and efforts to handle the problems in implementing the facilities and infrastructure at school. In this research, the writer uses descriptive analysis method that is started with observing, interviewing, and documenting as the steps of data collection to collect all sources that related to problems of the research. Then, the writer verifies the accurancy of the data using the technic of triangulism. The writer analyzes and interprets the data to find out the results of the case study in this research. After doing this research, the writer concludes that (1) Management based school means the changing in taking adjusments from the education center to the school. (2) The planning of implementation the facilties and infrastructure starts with analyzing the needs, doing survey, choosing the main need and implementing educational specification, (3) The implementation of development facilities and infrastructure is carried out through assistance of school’s comitee, students’ parents and goverment (4)The supervision of development facilities and infrastructure is done through a directly approach and non directly approach. (5) The hading problems in implementing facilities and infrastructure is the lack of involvement of businessmen in educational environments, lack of the skills in schools; managerial comitee, lack of the competency of the students’ parents and society, and the lack of involvement of the students in the process of maintaining the facilities and infrastructure in the school. (6) The efforts that have been done to handle this problems in implementing facilitites and infrastructure is personal coaching personnel, improving the management’s quality, developing the main commitment with the students; parents and prospective students, and also making the relation together with another school.
