Abstract

ENGLISH In line with development the problems and needs displaced elderly in Indonesia, that’s why all of this needs effort that giving protection for them in orfer to implement and maintain their social welfare. Bekasi Government with Social Service of Bekasi city gave more attention for displaced elderly through social welfare rehability and service program. As for this research was motivated by unachieved the performance target which social service has in giving service for displaced elderly in Bekasi city. The research’s purpose is looking at performance of social service in Bekasi that they do the social walfare rehability and service program. To measure that performance which used is according to Dwiyanto there are 1) Productivity 2) Servant Quality 3) Responsivity 4) Responsibility 5)Accountability. The method used is descriptive qualitative with data collection uses interview, observation, and documentation on service social of Bekasi city. Data analysis technique used is there types of activities consisting of reduction, data model, and conclusion. The results of this research that performance of Bekasi service social was good enough but still the implementation is still not optimal. There are some factors that influence the performance of Bekasi service social in implementation social walfare rehability and service program. There is one factor which looked at productivity indicator, the first is less budgeting, less optimally in implementation of budgeting, and less professional human resourch. The second, Bekasi social service has the target for the displaced elderly that is 1.890 people but according to data the realitation is 1.068 people.In order to get work optimally so Bekasi social service need to correct more again about their needs for every single program it means (budgeting, professional resource, and etc) which is in Bekasi social service. INDONESIA Sejalan dengan perkembangan masalah dan kebutuhan para Lansia (Lanjut Usia) terlantar yang berkembang di Indonesia, maka dipandang perlu adanya suatu upaya yang dapat memberikan perlindungan bagi mereka untuk dapat mewujudkan dan memelihara taraf kesejahteraan sosialnya. Pemerintah Kota Bekasi bersama Dinas Sosial Kota Bekasi memberikan perhatian lebih terhadap para lanjut usia terlantar melalui Program Pelayanan dan Rehabilitasi Kesejahteraan Sosial. Adapun Penelitian ini dilatarbelakangi oleh tidak tercapainya target kinerja Dinas Sosial Kota Bekasi dalam memberikan pelayanan terhadap lansia terlantar di Kota Bekasi. Penelitian ini bertujuan untuk melihat kinerja Dinas Sosial Kota Bekasi dalam melaksanakan program pelayanan dan rehabilitasi kesejahteraan sosial di Kota Bekasi. Pengukuran kinerja yang digunakan yaitu menurut Dwiyanto meliputi 1) Produktivitas, 2) Kualitas Layanan, 3) Responsivitas, 4)Responsibilitas 5) Akuntabilitas. Metode penelitian yang digunakan adalah metode kualitatif pendekatan deskriptif, dengan teknik pengumpulan data menggunakan wawancara, observasi, dan dokumentasi pada Dinas Sosial Kota Bekasi. Teknik analisis data yang dilakukan adalah dengan tiga jenis kegiatan yang terdiri atas reduksi, model data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa kinerja Dinas Sosial Kota Bekasi cukup baik namun dirasa masih kurang optimal. Terdapat beberapa faktor yang mempengaruhi kurang optimalnya kinerja Dinas Sosial Kota Bekasi dalam pelaksanaan program pelayanan dan rehabilitasi kesejahteraan sosial. Hal tersebut dapat dilihat pada indikator Produktivitas yaitu minimnya anggaran, kurang optimal dalam merealisasikan anggaran, dan tenaga kerja profesional yang masih sedikit. Kemudian faktor selanjutnya ada pada target awal penerima program berjumlah 1.890 jiwa sedangkan yang terealisasi hanya 1.068 jiwa. Untuk mencapai hasil yang optimal maka perlu adanya tinjauan ulang mengenai kesiapan dari sumber daya (anggaran, tenaga kerja profesional, dan material lainnya) yang ada di Dinas Sosial Kota Bekasi.
