Abstract

INDONESIA Implementasi kebijakan merupakan salah satu bagian dari proses kebijakan publik, implementasi kebijakan adalah berusaha untuk memahami apa yang senyatanya terjadi sesudah suatu program diberlakukan atau dirumuskan. Fenomena yang terjadi dalam penelitian ini awalnya yaitu permasalahan capaian program peningkatan pengelolaan sumber daya perikanan dan kelautan yang belum mencapai target bahkan dapat dikatakan kurang efektif setelah diberlakukanya kebijakan peraturan pemerintah di Dinas Peternakan, Perikanan dan Kelautan Kabupaten Garut. Penelitian ini bertujuan untuk mengetahui adakah pengaruh implementasi kebijakan Peraturan Pemerintah Nomor 60 tahun 2007 tentang konservasi sumber daya ikan terhadap efektivitas pelaksanaan program pengelolaan sumber daya perikanan dan kelautan di Dinas Peternakan, Perikanan dan Kelautan Kabupaten Garut. Penelitian ini terdiri dari dua variabel, yaitu implementasi kebijakan, sebagai variabel independen (X) dan teori efektivitas sebagai variabel dependen (Y). Penulis menggunakan teori implementasi kebijakan dari Edwards III yang terdiri dari empat dimensi, yaitu :Komunikasi, sumber daya, disposisi dan struktur birokrasi. Sedangkan untuk variabel efektivitas, penulis menggunakan teori dari Agus Dharma yang terdiri dari tiga dimensi, yaitu : kuantitas, kualitas, dan ketepatan waktu. Metode penelitian mengunakan metode asosiatif dengan pendekatan kuantitatif. Teknik pengumpulan data yang digunakan adalah wawancara, observasi, dan penyebaran kuesioner kepada 53 responden. Pengujian statistik yang digunakan adalah analisis korelasi sederhana, regresi linier, uji t dan analisis koefisien determinasi. Berdasarkan hasil pengujian hipotesis didapat nilai t hitung > t tabel(3,364 > 2,00758) maka Ho ditolak dan signifikansi < 005 (0,001 < 0,005), maka Ho ditolak. Artinya terdapat pengaruh implementasi kebijakan Peraturan Pemerintah No.60 tahun 2007 tentang konservasi sumber daya ikan terhadap efektivitas pelaksanaan program pengelolaan sumber daya perikanan dan kelautan di Disnakanla Kabupaten Garut. Adapun persentase sumbangan pengaruh implementasi kebijakan Peraturan Pemerintah Nomor 60 tahun 2007 tentang konservasi sumber daya ikan terhadap efektivitas pelaksanaan program pengelolaan sumber daya perikanan dan kelautan di Dinas Peternakan, Perikanan dan Kelautan Kabupaten Garut sebesar 18,2% dan sisanya dipengaruhi oleh faktor lain yang tidak diteliti sebesar 81,8%. ENGLISH Implementation principle is one of subdivision from public principle process, it is try to understod what is the obvious occure after the program was undertaken or formulated. The phenomenon which has occure in this research, firsly is the achievement problems to increase program administration resource energy of fishery and naval which not yet to achieve target in fact, it could be stated effectiveless after undertaken rule principles goverment in the Animal Husbandry, Fishery and Naval Departemen Garut Distric. This research aims to know influence of implementation rule Principles Goverment Number 60, 2007 about conservation resource energy of fish having effect to administration program resource energy of fishery and naval in Dinas Peternakan, Perikanan dan Kelautan of Garut Distric. This research consists of two variavble, that are implementation principle as a independent variable (X) and effectiveness theory as a dependent variable (Y). The researcher used implementation principle theory by Edward III that consist of four dimension are communication, resource energy, disposition and the bureaucracy structure. Meanwhile, for effectiveness variable, the researcher used theory from Agus Dharma that consists of three dimension are quantity, quality and punctuality. The researcher used association method with quantitative approach. The technique of collecting data that used in this research is interview, observation and quistionnaire distributing to 53 respondens. Statistic examining that used by the researcher is simple correlation analysis, linear regression, test t and determination coefficient analysis. Based on the result of examining hypotheses has been obtained t value to calculate > table t (3,364 > 2,00758). So that Ho refused and significance become < 005 (0,001 < 0,005), therefore Ho refused. It means there are influence implementation rule Principles Goverment No. 60, 2007 concern with conservation resource energy of fish toward effectiveness accomplishing to administration program resource energy of fishery and naval in Disnakanla of Garut Distric. The researcher also showing the percentage contribution of influence implementation rule Principles Goverment No. 60, 2007 about it which has carried out in Disnakanla Garut District as big as 18,2% and the balance affected by another factors which has not analyzed as big as 81,8%.
