Abstract

This thesis aims to see the extent to which the effectiveness of the archive management in the archives of the regional secretariat of West Java province. In this study using a descriptive method with a qualitative approach to determine the extent to which the effectiveness of records management in EPO archives of the West Java regional administration secretariat. The data collection techniques used in this study were observation, interviews, and documentation. The parties used as informants in this study were the head of the regional secretariat of the West Java provincial depot archives, and the depot manager of the regional secretariat of the West Java province. This study uses the Tangkilisan theory of effectiveness criteria and indicators, namely: (i) Achievement of Targets; (ii) Adaptability (flexibility); (iii) Job Satisfaction; (iv) Responsibility. The results of this study indicate that the archive management in the depot of the regional secretariat of West Java Province was felt to be ineffective because on the aspect of target targeting caused by a lack of resources of five people and did not support the daily tasks and functions, aspects of adaptability were wrong one of the most prominent weaknesses in the archive depo was due to a lack of interest in becoming archival management staff and often out of the archive staff who were not expert archive staff because only three experts were managing archives, the job satisfaction aspect was less effective due to compensation. and allowances that have not been feasible and result in aspects of achieving the target, namely by reducing resources and adaptive capacity which is one of the vital problems, in the aspect of responsibility it has been felt effective because all employees have understood and obeyed their main duties and functions, because they have been regulate by the Law of the Republic of Indonesia No. 43 concerning Archives. The inhibiting factor is that it does not have its own budget for the process of transportation of the transfer of records from the satay building to the archive depot, and the archive depot building is not feasible or must do widening because the archives are piled up and destruction is 10 years while the archive is entered every day.
