Abstract
Modality is concerned with the opinion and attitude of the speaker. Modality is covering such notions as a possibility, probability, necessity, volition, obligation, and permission. Modality is also used in communication such as in speech. In this research, campaign speech as object. Campaign speech presents modality. When the speaker speaks to audiences and expresses modality. She or he always performs some acts to make what she or he says clearer. In linguistics, some acts that occur when the speaker speaks to audiences are called speech acts. Therefore, this research focused on two aspects: (1) the types and functions of modality, and (2) speech acts based on the types and functions of modality in Hillary Clinton’s campaign speech. This research chose Hillary Clinton because Hillary Clinton is familiar by most people in her achievement in politics. The object of this research is a transcript which is published by CNN Staff. The method of data analysis in this research used descriptive qualitative. This method does not contain any number from the result of data. This research used the words to give description of data. The data are collected by reading the transcript and by using note-taking. This research used primary theories from Palmer (1979), Searle (1981) and other supporting theories to analyze data. The result of this research is 44 modalities data in Hillary Clinton’s campaign speech. It is consist of 19 data for epistemic modality, 20 data for deontic modality, and 5 data for dynamic modality. Meanwhile, speech acts relating to modality the most found is 21 data for assertive, 5 data for directive, and 18 data for commissive. Based on the finding, the writer gets the results that the use of deontic modality and assertive speech act dominate. It is because Hillary Clinton expressed her intentions and promises, in case that she becomes a president. In addition, Hillary Clinton also revealed her knowledge of a situation according to what she thought.
