Abstract

The phenomenon that occurred in this initial study was in Cariu Village, Cariu Sub-District, Bogor Regency. In its implementation there were still many people who did not understand the rules of law number 6 of 2014 concerning villages, and the very low level of community participation resulted in constraints on village development. The village apparatus which should have encouraged the understanding and awareness of the community about the importance of village development was not done at all. The purpose of this study was to determine the implementation of law number 6 of 2014 concerning villages in Cariu Village, Cariu District, Bogor Regency and to find out the factors that influence the implementation of law number 6 of 2014 concerning villages in Cariu Village, Cariu District, Bogor Regency. The research method used is qualitative descriptive method. The instrument of this research is the researchers themselves while the research sources are village apparatus and the people of Cariu Village, Cariu District, Bogor Regency. Data were obtained through observation, interviews, documentation and literature studies and using data analysis techniques Miles and Huberman. In this study, researchers examined the implementation of policy, the researchers used the theory of policy implementation model George Edward III in Widodo (2017) about four factors that play an important role in achieving successful implementation, namely communication, resources, disposition and bureaucratic structure. Based on the results of the study, the implementation of policy number 6 of 2014 concerning villages in Cariu Village, Cariu Sub-District, Bogor Regency has not run optimally. First, communication has not gone well yet there has been no socialization to the community. Second, resources are not optimal because the quality of resources that are still minimal needs to be improved. Third, disposition is not optimal with a lack of understanding of law number 6 of 2014 concerning villages. Fourth, the bureaucratic structure has been effective with the existence of Perdes made by the BPD and clear fragmentation procedures.
