Abstract

In the era of democracy, Muslims should learn to accept the difference of opinion, do not limit Muslims who will commit ijtihad and issue their opinion and learn to appreciate each other. In the era of democracy, the majority view certainly will be very influential in the decision-making, but it could not be imposed for granted especially when that view have violated or interfered the civil rights of citizens, or contain elements of discrimantion. Muslims may need to learn to accept the principles of democracy, because even democracy is not the best way to organize the state but “it is the best among the worse” said Churcil. In a democratic state, Muslims are not only valued as a group but also rewarded individually so that in a democratic country, each man individually could act as a khalifatullah, a predicate which seems only owned by the ruler or the religious elite. Although in a democracy, there is always voting. Presumably, Muslims need to try to avoid what is called as majority tyranny Key words: Formalization of Sharia, .Democracy and Indonesia
