Abstract

INDONESIA: Pembangunan Desa bertujuan meningkatkan kesejahteraan masyarakat esa dan kualitas hidup manusia serta penanggulangan kemiskinan melalui pemenuhan kebutuhan dasar, pembangunan sarana dan prasarana desa, pengembangan potensi ekonomi lokal, serta pemanfaatan sumber daya alam dan lingkungan secara berkelanjutan. Pembangunani masyarakati desai padai hakekatnyai bertujuani meningkatkani tarafi hidupi masyarakati secarai keseluruhani agari lebihi baik,i dani lebihi menyenangkani wargai masyarakati darii keadaani sebelumnya. Teori yang digunakan dalam penelitian ini adalah teori Implementasi kebijakan dari George C. Edward III yang meliputi, komunikasi, sumber daya, disposisi, dan struktur organisasi. Adapun metode penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif. Pengumpulan data yang digunakan adalah wawancara secara langsung dengan aparat yang ada di Kantor Desa Girimekar, sebagai langkah untuk memperoleh hasil yang akurat. Hasil penelitian menunjukan bahwa implementasi kebijakan tentang pedoman pembangunan desa ini sudah dilaksanakan sesuai standar operasional prosedur yang telah ditentukan dalam Peratiran Menteri Dalam Negeri Nomor 114 Tahun 2014 Tentang Pedoman Pembangunan Desa. Meskipun sosialisasi yang dilakukan aparatur desa belum tersampaikan kepada smua masyarakat. Serta kurangnya aparat staff dikantor desa sehingga menyebabkan kurang efektifnya. ENGLISH: Village development aims to improve the welfare of rural communities and the quality of human life and poverty alleviation through meeting basic needs, building village facilities and infrastructure, developing local economic potential, as well as sustainable use of natural and environmental resources. The development of the community of desai on the essence aims to increase the level of life of the community in general, overall goodness, and more pleasing to citizens than before. The theory used in this study is the policy implementation theory of George C. Edward III which includes, communication, resources, disposition, and organizational structure. The research method uses qualitative research methods with a descriptive approach. Data collection used was direct interviews with officials in the Girimekar Village Office, as a step to obtain accurate results. The results of the study show that the implementation of the policy on village development guidelines has been implemented according to the operational standard procedures specified in the Minister of Home Affairs Regulation No. 114 of 2014 concerning Village Development Guidelines. Although the socialization carried out by village officials has not been conveyed to all communities. As well as the lack of staff apparatus in the village office which led to less effective implementation of development.
