Abstract

The themes discussed relating to public policy are aligned with courses that are authored and used as reading material for students, especially majoring in State Administration, Faculty of Social and Political Sciences, Sunan Gunung Djati State Islamic University, Bandung. The author sees that in the current era of public service a policy must provide benefits to people's lives in order to create and improve welfare. Of course in this case students as agents of change must first understand about policy concepts. Public policy is the focus of public administration, while the locus is public service. For this reason, public policy is the main capital that must be owned and understood. Therefore, in the contemporary paradigm, public policy is driven by real action, although the action could be wrong, but it is better than silencing the problem. Errors in public policy making are still possible to make improvements, with the action it opens opportunities for the occurrence of public service programs. Public policy and public service are two important variables in contemporary public administration that have a high causal relationship, inseparable although their functions can be distinguished. Good service must start from public policy, so that it has a clear legal basis to prevent irregularities. Conversely, public policy must have an orientation to service so that it is not merely a formal provision on paper without giving to people's lives. The author hopes that the presence of this book can contribute to science, especially to students, generally contributing to the development of science and empirical interests in the field relating to public policy and its relationship with public services.
