Abstract

INDONESIA : Anggaran pada pendapatan adalah batas minimal yang harus dicapai daerah sehingga jika taget anggaran dapat terlampaui maka realisasi pendapatan daerah akan dinilai baik. Tujuan dari penelitian ini adalah untuk mengetahui bagaimana analisis pendapatan daerah pada Dinas Komunikasi dan Informatika Kota Bandung tahun anggaran 2016-2018. Teori yang peneliti gunakan dalam penelitian ini adalah teori dari Mahmudi (2016:134) yang menyebutkan bahwa untuk menganalisis pendapatan daerah dapat dilakukan dengan menggunakan analisis varians (selisih) anggaran pendapatan, analisis pertumbuhan pendapatan, analisis rasio derajat desentralisasi, rasio efektivitas pendapatan asli daerah (PAD), dan rasio efisiensi pendapatan asli daerah (PAD). Metode penelitian yang digunakan dalam penelitian ini adalah metode kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data yang peneliti gunakan yaitu observasi, wawancara, dan dokumentasi. Teknik analisis data yang digunakan adalah teknik analisis data model Miles dan Huberman dalam Sugiyono (2011:246) yaitu reduksi data, penyajian data, dan kesimpulan. Hasil penelitian ini menunjukkan bahwa, analisis pendapatan daerah Dinas Komunikasi dan Informatika Kota Bandung tahun anggaran 2016-2018 berdasarkan analisis varians (selisih) anggaran pendapatan dinilai kurang baik karena terdapat selisih kurang realisasi pendapatan, berdasarkan analisis pertumbuhan pendapatan dinilai cukup baik karena mengalami pertumbuhan secara positif atau mengalami peningkatan, berdasarkan rasio derajat desentralisasi dinilai sangat kurang, berdasarkan rasio efektivitas pendapatan asli daerah (PAD) dinilai tidak efektif karena realisasi pendapatan asli daerah tidak mencapai target yang telah ditetapkan, dan berdasarkan rasio efisiensi pendapatan asli daerah dinilai efisien karena biaya pemerolehan PAD lebih kecil dibandingkan dengan realisasi penerimaan PAD nya. ENGLISH : The budget on revenue is the minimum limit that must be achieved by the region so that if the budget target can be exceeded, the realization of regional revenue will be considered good. The purpose of this study is to find out how to analyze local revenue at the Bandung City Information and Communication Office for the 2016-2018 fiscal year. The theory that the researchers use in this study is the theory of Mahmudi (2016: 134) which states that to analyze local revenue it can be done by using the analysis of variance (difference) in the revenue budget, analysis of revenue growth, analysis of the ratio of the degree of decentralization, the ratio of effectiveness of local revenue ( PAD), and the efficiency ratio of local revenue (PAD). The research method used in this research is a qualitative method with a descriptive approach. Data collection techniques that researchers use are observation, interviews, and documentation. The data analysis technique used is the data analysis technique of the Miles and Huberman model in Sugiyono (2011: 246), namely data reduction, data presentation, and conclusions. The results of this study indicate that the analysis of regional revenue from the Bandung City Information and Communication Office for the 2016-2018 fiscal year based on the analysis of variance (difference) in the income budget is considered poor because there is a difference in less revenue realization, based on the analysis of revenue growth is considered quite good because it has experienced positive growth. or experiencing an increase, based on the ratio of the degree of decentralization that is considered very inadequate, based on the effectiveness ratio of local revenue (PAD) is considered ineffective because the realization of local revenue does not reach the target set, and based on the efficiency ratio of local revenue is considered efficient because the cost of obtaining PAD is more small compared to the realization of its PAD revenue.
