Abstract

The high number of divorces in Bandung City in 2019 are 6.085 divorce cases and Bandung city were place in the third top of the highest divorce in West Java, after Indramayu and Ciamis. There were several efforts have been done by the government to response the high number of divorces. One of that was the obligation to take pra-marriage courses in all KUA in Indonesia. The function of the program is a step to improve the quality of marriage and to decrease the number of divorce. The study aims to know hoe the policy implementation of pra-marriage course in KUA Kecamatan Ujung Berung uses the dimensions from Van Meter and Varn Horn. This study refers to the theory of public policy implementation by Van Meter and Van Horn to asses the success of policy implementation through six dimensions, i.e measurement and policy objection, resources, characteristic of implementation agent, the attitude of executor tendency, the communication inter organization and implementor activities, and economic, social, politic environment. The method of the study used is qualitative, the data were collected through observation, interview and literature study. Analysis technique used is Miles and Huberman i.e data reduction, data displaying, drawing conclusion. The study shows that the implementation of pra-marriege course has been implemented well in KUA Kecamatan Ujung Berung in 2019 eventhough there are still several things have not been correct to the regulation of Direktur Jendral Bimbingan Masyarakat Islam about the implementation of pra marriage course guideline : 1) the limited of expert, 2) the lack of facility 3) no systematic schedule 4) there are still lack of society awareness toward the course. So, there should be an effort to improve the procurement of expert and to provide adequate facilities, set the lean course schedule, and to consider course policy to participants that not following the course program.
