Abstract

INDONESIA : Fenomena yang terjadi dalam penelitian ini yaitu di Dinas Pekerjaan Umum Kota Bandung sebagai salah satu SKPD yang bekerja dalam ranah pembangunan dan penyediaan fasilitas umum yang masih belum optimal dalam penyerapan anggarannya perlu dilihat kendalanya dan upaya untuk mengetahui kelebihan dan kekurangan di Dinas Pekerjaan Umum Kota Bandung. Tujuan dari penelitian ini adalah untuk mengetahui implementasi kebijakan Peraturan Menteri Keuangan Republik Indonesia Nomor 258 tahun 2015 dalam Pelaksanaan Anggaran Belanja Dinas Pekerjaan Umum Kota Bandung dan untuk mengetahui faktor-faktor yang mempengaruhi implementasi kebijakan Peraturan Menteri Keuangan Republik Indonesia Nomor 258 tahun 2015 dalam Pelaksanaan Anggaran Belanja Dinas Pekerjaan Umum Kota Bandung. Dalam penelitian ini, peneliti menggunakan teori implementasi kebijakan model Daniel Mazmanian dan Paul A Sabatier dalam Leo Agustino (2017) tentang tiga faktor yang berperan penting dalam pencapaian keberhasilan implementasi kebijakan yaitu karakteristik dari masalah, karakteristik kebijakan/undang-undang dan Variabel lingkungan. Metode penelitian yang digunakan adalah metode kualitatif deskriptif. Instrumen penelitian ini adalah peneliti sendiri sedangkan sumber penelitiannya adalah Pegawai Dinas Pekerjaan Umum Kota Bandung. Data diperoleh melalui observasi, wawancara, dokumentasi, dan studi kepustakaan serta menggunakan teknik analisis data menurut Miles dan Huberman. Berdasarkan hasil penelitian, Implementasi Kebijakan Peraturan Menteri Keuangan Republik Indonesia Nomor 258 tahun 2015 dalam Pelaksanaan Anggaran Belanja Dinas Pekerjaan Umum Kota Bandung belum berjalan optimal dikarenakan banyak terjadi kendala pada saat pelaksanaannya. Faktor penunjang dalam implementasi kebijakan Peraturan Menteri Keuangan Republik Indonesia Nomor 258 tahun 2015 dalam Pelaksanaan Anggaran Belanja Dinas Pekerjaan Umum Kota Bandung adalah sumber daya yang cukup memadai seperti sumber daya manusia, finansial maupun sarana dan prasarana. Sedangkan faktor penghambatnya adalah rendahnya intensitas pemerintah dalam mengadakan sosialisasi, komunikasi serta koordinasi yang belum baik pada setiap bidangnya, adanya kendala dalam pelaksanaanya yakni dari segi teknis pencairan anggaranya, keterlambatan lelang dan sebagainya , faktor waktu, kendala dilapangan pada saat pembangunan infrastruktur dan faktor keadaan alam. ENGLISH : The phenomenon that occurs in this research is that the Bandung Public Works Department as one of the SKPDs working in the realm of development and the provision of public facilities that are still not optimal in its budget absorption needs to be seen constraints and efforts to determine the strengths and weaknesses in the Bandung Public Works Department. The purpose of this study was to determine the implementation of the policy of the Minister of Finance of the Republic of Indonesia Number 258 in 2015 in the Implementation of the Budget of the City of Bandung Public Works and to find out the factors that influence the implementation of the policy of the Minister of Finance of the Republic of Indonesia Number 258 2015 in the Implementation of the Budget Bandung City Public Works Department. In this study, researchers used the theory of the implementation of the Daniel Danielman and Paul A Sabatier models in Leo Agustino (2017) about three factors that play an important role in achieving successful policy implementation, namely the characteristics of the problem, the characteristics of the policy / laws and environmental variables. The research method used is descriptive qualitative method. The instrument of this research is the researcher himself while the source of his research is the Employee of the Bandung Public Works Department. Data obtained through observation, interviews, documentation, and study of literature and using data analysis techniques according to Miles and Huberman. Based on the results of the study, the Implementation of Regulation of the Minister of Finance of the Republic of Indonesia Number 258 of 2015 in the Implementation of the Budget of the Bandung Public Works Department has not been running optimally due to many obstacles occurring during its implementation. Supporting factors in the implementation of the policy of Regulation of the Minister of Finance of the Republic of Indonesia Number 258 of 2015 in the Implementation of the Budget of the City Public Works Department of Bandung is adequate resources such as human resources, financial and facilities and infrastructure. While the inhibiting factors are the low intensity of the government in conducting socialization, communication and coordination that has not been good in each field, there are obstacles in the implementation of the technical aspects of the disbursement of its members, delays in auction, etc., time factors, constraints in the field at the time of infrastructure development and natural factors.
