Abstract

INDONESIA : Penelitian ini dilatarbelakangi oleh fenomena yang terjadi pada Badan Permusyawaratan Desa (BPD) Pasirlangu Kecamatan Pakenjeng Kabupaten Garut. BPD merupakan lembaga legislatif tingkat desa yang bertugas menjalankan demokrasi di tingkat desa. Salah satu fungsi dari BPD adalah menggali, menampung dan menyalurkan aspirasi masyarakat. namun dalam realitasnya fungsi tersebut tidak teralisasi secara maksimal hal ini dapat dilihat dari tidak adanya kegiatan BPD dalam proses penggalian aspirasi seperti sarasehan, anjangsana, temu warga atau bentuk penggalian aspirasi lainnya, masih banyaknya masyarakat yang belum tahu tentang fungsi BPD, masyarakat menyampaiakan aspirasi mereka langsung kepada pemerintahan desa, tidak adanya sarana dan prasarana yang mendukung dalam penggalian aspirasi masyarakat. Tujuan penelitian ini adalah untuk mengetahui target dan realisasi BPD, karakteristik dan sumber daya BPD, komunikasi antar organisasi dan aktivitas pelaksana BPD, serta pengaruh lingkungan sosial, politik dan ekonomi dalam implementasi Peraturan Daerah Kabupaten Garut Nomor 19 Tahun 2014 Tentang BPD. Metode penelitian yang digunakan adalah metode penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan adalah observasi, wawancara dan dokumentasi. Serta analisis data model menurut Miles dan Huberman. Teori yang digunakan dalam penelitian ini mengacu pada teori implementasi kebijkan yang dikemukakan oleh Van Metter dan Van Horn yang terdiri dari enam dimensi yaitu ukuran dan tujuan, sumberdaya, karakteristik agen pelaksana, dispoisi, komunikasi antar organisasi dan lingkungan sosial politik. Kesimpulan yang diperoleh dalam penelitian ini adalah sebagai berikut : 1) tujuan yang terkandung dalam Peraturan Daerah Garut Nomor 19 Tahun 2014 Tentang BPD belum sepenuhnya terealisasi dengan baik 2) sumberdaya manusia yang kurang kompeten 3) karakteristik BPD adalah musyawarah mufakat 4) pemahaman (kognisi) BPD sangat kurang 5) komunikasi antara BPD dengan masyarakat kurang terjalin 6) kondisi sosial dan politik sangat berpengaruh terhadap keberhasilan implementasi Peraturan Daerah Kabupaten Garut Nomor 19 Tahun 2014 ENGLISH : This research is motivated by a phenomenon that occurs in the Village Consultative Body (BPD) Pasirlangu, Pakenjeng District, Garut Regency. The BPD is a village-level legislative body that is tasked with implementing democracy at the village level. One of the functions of the BPD is to explore, accommodate and channel the aspirations of the community. However, in reality, this function is not maximally realized, this can be seen from the absence of BPD activity in the process of extracting aspirations such as workshops, anjangsana, community meetings or other forms of extracting aspirations, there are still many people who do not know about the function of BPD, people convey their aspirations directly to the village administration, the absence of supporting facilities and infrastructure in extracting community aspirations. The purpose of this study is to determine the target and realization of BPD, characteristics and resources of BPD, communication between organizations and BPD implementing activities, and the influence of the social, political and economic environment in the implementation of Garut Regency Regional Regulation Number 19 of 2014 concerning BPD. The research method used is descriptive research method with a qualitative approach. The data collection techniques used were observation, interview and documentation. As well as data analysis models according to Miles and Huberman. The theory used in this study refers to the policy implementation theory proposed by Van Metter and Van Horn which consists of six dimensions, namely size and objectives, resources, characteristics of implementing agents, dispositions, communication between organizations and the socio-political environment. The conclusions obtained in this study are as follows: 1) BPD in carrying out its functions refers to the Garut Regency Regional Regulation Number 19 of 2014 concerning BPD 2) less competent human resources 3) the characteristics of BPD are deliberation to reach consensus 4) understanding (cognition) BPD is very less 5) communication between BPD and the community is less well-established 6) social and political conditions are very influential on the successful implementation of Garut Regency Regulation Number 19 of 2014
