Abstract

INDONESIA : Implementasi kebijakan pengendalian pencemaran dan kerusakan daerah aliran sungan Citarum pada Dinas Lingkungan Hidup Kabupaten Bandung masih belum optimal, terbukti dengan adanya data kegiatan yang belum sepenuhnya terlaksana dengan baik serta belum adanya fasilitas penunjang yang memadai, selain itu setiap harinya pegawai selalu ada yang telat masuk jam kerja ataupun pulang lebih awal dari jam yang ditentukan. Tujuan penelitian ini adalah mengetahui bagaimana implementasi kebijakan pengendalian pencemaran dan kerusakan DAS Citarum pada Dinas Lingkungan Hidup Kabupaten Bandung dan faktor–faktor apa saja yang menjadi penghambat dan pendorong implementasi kebijakan pada kantor Dinas Lingkungan Hidup Kabupaten Bandung. Meode penelitian ini menggunakan penelitian deksriptif dengan pendekatan kualitatif. Adapun teknik pengumpulan data dalam penelitian ini menggunakan teknik observasi, wawancara, dan studi kepustakaan. Analisis datanya menggunakan teknik-teknik yang dipaparkan oleh Miles dan Huberman dalam (Sugiyono, 2011), antara lain: (1) Reduksi Data, (2) Penyajian Data, dan (3) Penarikan Kesimpulan/Verifikasi. Hasil penelitian ini menunjukan bahwa implementasi kebijakan pengendalian pencemaran dan kerusakan daerah aliran sungan Citarum pada Dinas Lingkungan Hidup Kabupaten Bandung masih belum optimal, belum optimalnya implementasi kebijakan ini disebabkan karena belum terlaksananya beberapa dimensi dengan baik diantaranya Pertama, struktur birokrasi yang menjadi hambatannya belum sesuai dengan struktur yang ada. Kedua, sumber daya terbatas mulai dari staf, informasi, wewenang, dan fasilitas penunjang. Ketiga, walaupun sumberdaya kurang namun dalam pelaksanaan kebijakan relatif bagus memiliki rasa tanggungjawab dalam menjalankan tugas tapi masih ada staf yang mennjalankan tugas tidak sesuai dengan prosedur sehingga tidak mencapai sasaran yang diharapkan. Adapun beberapa faktor penghambat implementasi kebijakan diantaranya fasilitas kantor yang tidak memadai, tidak ada ketegasan dari pimpinan, dan lingkungan kerja yang tidak nyaman. Selain itu ada faktor pendukung implementasi kebijakan diantaranya, peraturan yang berlaku dan kesadaran diri para pegawai. ENGLISH: The implementation of pollution control policies and damage to the Citarum watershed area at the Environmental Service of Bandung Regency is still not optimal, as evidenced by the fact that there are data on activities that have not been fully implemented properly and there is no adequate supporting facilities, besides that every day there are employees who are always late at the time. work or go home earlier than the appointed hour. The purpose of this study is to find out how the implementation of pollution control policies and damage to the Citarum watershed at the Environmental Service Office of Bandung Regency and what factors are the obstacles and drivers of policy implementation at the Environmental Office of Bandung Regency office. This research method uses descriptive research with a qualitative approach. The data collection techniques in this study used observation, interview, and literature study techniques. The data analysis used the techniques described by Miles and Huberman in (Sugiyono, 2011), including: (1) Data Reduction, (2) Data Presentation, and (3) Conclusion Drawing / Verification. The results of this study indicate that the implementation of pollution control policies and damage to the Citarum watershed area at the Environmental Service of Bandung Regency is still not optimal, the implementation of this policy is not yet optimal because several dimensions have not been implemented properly including First, the bureaucratic structure that is the obstacle is not yet in accordance with the structure. which exists. Second, limited resources ranging from staff, information, authority and supporting facilities. Third, even though the resources are lacking, the implementation of policies is relatively good, they have a sense of responsibility in carrying out their duties, but there are still staff who carry out tasks not in accordance with procedures so that they do not achieve the expected targets. There are several factors hindering policy implementation, including inadequate office facilities, no firmness from the leadership, and an uncomfortable work environment. In addition, there are factors supporting the implementation of policies, including applicable regulations and employee self-awareness.
