Abstract

Objek Wisata Tangga Seribu merupakan potensi yang dapat dikelola dengan baik oleh pemerintah desa melalui pemberdayaan sehingga mampu memberikan manfaat terutama kepada masyarakat sekitar. Hal ini tertuang pada undang-undang Kepariwisataan Nomor 10 Tahun 2009 pasal 4 menyatakan bahwa tujuan dari kegiatan pariwisata adalah untuk meningkatkan pertumbuhan ekonomi masyarakat, meningkatkan kesejahteraan masyarakat, mengatasi kemiskinan, mengurangi penganguran serta melestarikan lingkungan dan sumber daya. Tujuan penelitian ini untuk menganalasis dampak objek wisata Tangga Seribu dan bagaimana proses pemberdayaan dan evaluasi dampak yang dilakukan oleh pemerintah desa Cibiru Wetan terhadap kesejahteraan ekonomi masyarakat. Kerangka pemikiran menggunakan teori pemberdayaan menurut Jim Ife (1995) merupakan sesuatu yang disiapkan untuk masyarakat mencakup sumber daya (resource), kesempatan, pengetahuan serta keterampilan dalam meningkatkan potensi dan kapasitas diri masyarakat agar dapat menjalankan kehidupan yang akan datang dan memiliki partisipasi dalam mempengaruhi kehidupan kelompok masyarakat. Dan teori kesejahteraan ekonomi masyarakat menurut Edi Suharto (2005) dapat diartikan sebuah keadaan terpenuhinya segala bentuk kebutuhan hidup yang bersifat mendasar baik makanan, pakaian, perumahan, pendidikan dan kesehatan. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif untuk mendeskripsikan, menganalisis dan menerangkan dampak objek wisata Tangga Seribu terhadap kesejahteraan ekonomi masyarakat. Data yang dikumpulkan berupa hasil observasi yang dilakukan di Kp. Cikoneng Babakan lokasi dari objek wisata Tangga Seribu. Wawancara dilakukan dengan semua pihak terkait baik pemerintah, pengelolah serta masyarakat disertai hasil dokumentasi. Hasil penelitian menjelaskan bahwa objek wisata Tangga Seribu memberikan dampak positif dan negatif terhadap kesejahteraan masyarakat, dampak positifnya meningkatkan kesempatan kerja, meningkatkan penghasilan, pembangunan infrastruktur, meningkatkan kapasitas dan mengembangkan pola pikir masyarakat serta dampak negatifnya menimbulkan kesejangan sosial dan pencemaran polusi suara. Proses pemberdayaan yang dilakukan oleh pemerintah Desa Cibiru Wetan melalui tiga tahapan yaitu penyadaran, peningkatan kapasitas dan pendayaan, sedangkan evaluasi dampak dilakukan untuk mengetahui kesejahteraan ekonomi masyarakat dengan melihat kriteria efektifitas, kecukupan, pemerataan, responsifitas dan ketepatan. Tangga Seribu Tourism Object is a potential that can be managed well by the village government through empowerment so as to provide benefits to various parties either to the village government or the community itself. This is stated in tourism law No. 10 of 2009 article 4 states that the purpose of tourism activities is to increase the economic growth of the community, improve the welfare of the community, overcome poverty, reduce the flow and preserve the environment and resources. The purpose of this research is to relate the impact of Tangga Seribu tourist attraction and how the process of empowerment and evaluation of the impact carried out by the cibiru wetan village government on the economic welfare of the community. The frame of mind using the theory of empowerment according to Jim Ife (1995) is something prepared for the community including resource, opportunities, knowledge and skills in improving the potential and capacity of the community in order to live the life to come and have participation in influencing the lives of community groups. And the theory of economic welfare of the community according to Edi Suharto (2005) can be interpreted as a state of fulfillment of all forms of basic living needs both food, clothing, housing, education and health. This study uses qualitative method with descriptive approach to describe, analyze and explain the impact of Tangga Seribu tourism object on the economic welfare of the community. The data collected in the form of observations made in Kp. Cikoneng Babakan location of the tourist attraction Tangga Seribu. Interviews are conducted with all relevant parties both government, management and community and a documentation. The results of the study explained that Tangga Seribu tourism object has a positive and negative impact on the welfare of the community, the positive impact of increasing employment opportunities, increasing income, infrastructure development, increasing capacity and developing the mindset of the community and its negative impact on social harmony and noise pollution. The empowerment process conducted by the cibiru wetan village government through three stages, namely awareness, capacity building and empowerment, while the impact evaluation is carried out to determine the economic welfare of the community by looking at the criteria of effectiveness, adequacy, equality, responsiveness and accuracy.
