Abstract

INDONESIA: Penelitian ini dilatarbelakangi oleh Fenomena yang terjadi yaitu terdapat penyerapan anggaran yang belum sepenuhnya dapat direalisasikan, dikarenakan; pertama bisa menunjukan adanya efisiensi anggaran. Kedua, jika terjadi selisih kurang maka mungkin terjadinya kelemahan dalam perencanaan anggaran belanja yang kurang tepat, atau tidak terserapnya anggaran tersebut dikarenakan adanya program dan kegiatan yang tidak dilaksanakan secara efektif. Tujuan penelitian ini yaitu untuk mengetahui faktor penghambat penyerapan anggaran belanja langsung pada Kecamatan Bekasi Utara tahun 2017-2019. Penulis menggunakan teori penyerapan anggaran dari Abdul Halim, teori yang diteliti berjumlah empat dimensi yaitu lemahnya perencanaan anggaran, lamanya proses pembahasan anggaran, lambannya proses tender, dan ketakutan menggunakan anggaran. Metodologi penelitian yang digunakan yaitu kualitatif dengan metode deskriptif yang teknik pengumpulan datanya melalui wawancara, observasi, dokumentasi dan studi kepustakaan. serta menggunakan teknis analisis data model menurut Miles dan Huberman. Hasil penelitian ini menunjukan bahwa faktor penghambat penyerapan anggaran belanja langsung pada Keamatan Bekasi Utara, disebabkan karena lemahnya perencanaan anggaran, masih adanya revisi ditengah tahun anggaran disebabkan karena proses pembuatan perencanaan anggaran dilakukan diawal tahun anggaran, untuk lima tahun kedepan dan biasanya ada kenaikan harga. ENGLISH: This research is motivated by the phenomenon that occurs, namely there is an absorption of the budget that has not been fully realized, because; First, it can show the existence of budget efficiency. Second, if there is a lack of difference, there may be a weakness in the planning of the budget that is not appropriate, or the budget is not absorbed due to programs and activities that are not implemented effectively. The purpose of this study is to determine the inhibiting factors for the absorption of direct expenditure budgets in North Bekasi District in 2017-2019. The author uses the theory of budget absorption from Abdul Halim, the theory studied consists of four dimensions, namely the weakness of budget planning, the length of the budget discussion process, the slow process of tendering, and fear of using the budget. The research methodology used is qualitative with descriptive method with data collection techniques through interviews, observation, documentation and literature study. and using the technical analysis of data models according to Miles and Huberman. The results of this study indicate that the factors inhibiting the absorption of direct expenditure budgets at the North Bekasi District are due to weak budget planning, there are still revisions in the middle of the budget year because the budget planning process is carried out at the beginning of the budget year, for the next five years and usually there is an increase in prices.
