Abstract

Kabupaten Bandung Barat adalah salah satu daerah yang ada di Jawa Barat yang memiliki populasi penduduk sekitar 1.712.348 jiwa (berdasarkan data tahun 2020). Jumlah tersebut dibarengi dengan jumlah atau angka pengangguran yang menginjak hingga angka 62.000 jiwa yang masih belum mendapatkan pekerjaan. Hal tersebut tidak bisa dibiarkan karena angka pengangguran tersebut masih dikatakan cukup tinggi dilihat dari jumlah populasinya. Berdasarkan pada Instruksi Presiden (INPRES) No. 9 tahun 2016 yang berisikan tentang merevitalisasi SMK, peneliti bertujuan mengetahui bagaimana Inovasi program Skill Development Centre ini berjalan di Dinas Tenaga Kerja dan Transmigrasi Kabupaten Bandung Barat. Peneliti menggunakan teori Inovasi Everett M. Rogers yang memiliki 3 (tiga) dimensi yaitu diantaranya adalah ide, praktek serta objek. Metode yang digunakan oleh peneliti adalah metode penelitian deskriptof dengan pendekatan kualitatif, teknik pengumpulan data berupa observasi, wawancara, serta pengumpulan dokumen-dokumen yang berkaitan dengan program SDC di Dinas Tenaga Kerja dan Trasnmigrasi Kabupaten Bandung Barat. Teknik analisis data yang digunakan oleh peneliti adalah teknik analisis menurut Creswell diantaranya adalah menyiapkan data, membaca dan melihat data, membuat koding, menerapkan koding, menghubungkan antar tema, dan memberi interpretasi makna dari tema. Dari hasil penelitian yang dilakukan oleh peneliti tentang Inovasi program Skill Development Centre (SDC) di dinas Tenaga Kerja dan Transmigrasi Kabupaten Bandung Barat, dari ide pelaksanannya, banyak program-program baru yang berhasil diterapkan pada program SDC ini dan banyak yang mengikuti program ini. Salah satunya adalah pendampingan yang dilakukan oleh pihak dinas kepada para peserta pengikut program ini sampai mereka yang sudah menyelesaikan pelatihan bisa mendapatkan pekerjaan langsung, sekaligus mengurangi angka pengangguran yang ada di Kabupaten Bandung Barat ini. Selaij itu tidak hanya warga biasa yang bisa mengikuti program ini, lulusan SMK pun bisa mengikutinya karena program iniadalah salah satu program yang bisa menjadi jalan bagi mereka agar bisa dengan cepat mendapat pekerjaan. Namun perlu diingat hanya warga Kabupaten Bandung Barat saja yang bisa mengikuti program ini. West Bandung Regency is one of the areas in West Java which has a population of around 1,712,348 people (based on 2020 data). This number is accompanied by the number or unemployment rate which has reached 62,000 people who still have not found a job. This cannot be ignored because the unemployment rate is still quite high in terms of the total population. Based on Presidential Instruction (INPRES) No. 9 of 2016 which contains about revitalizing SMK, the researcher aims to find out how the Innovation of the Skill Development Center program is running at the Manpower and Transmigration Office of West Bandung Regency. The researcher uses Everett M. Rogers' Innovation theory which has 3 (three) dimensions, namely ideas, practices and objects. The method used by the researcher is descriptive research method with a qualitative approach, data collection techniques in the form of observation, interviews, and collection of documents related to the SDC program at the Department of Manpower and Transmigration, West Bandung Regency. Data analysis techniques used by researchers are analytical techniques according to Creswell including preparing data, reading and viewing data, coding, applying coding, connecting between themes, and interpreting the meaning of the theme. From the results of research conducted by researchers on the Innovation Skill Development Center (SDC) program at the Manpower and Transmigration Office of West Bandung Regency, from the idea of implementing it, many new programs have been successfully implemented in this SDC program and many have joined this program. One of them is the assistance provided by the service to the participants of this program until those who have completed the training can get direct employment, while reducing the unemployment rate in West Bandung Regency. Besides that, not only ordinary citizens can join this program, vocational graduates can also take part because this program is one of the programs that can be a way for them to quickly get a job. But keep in mind that only residents of West Bandung Regency can join this program.
