Abstract

INDONESIA : Cyber Public Relations pada saat ini sudah sering digunakan oleh perusahaan maupun instansi. Praktisi Public Relations pada saat ini dituntut untuk memiliki media sosial, hal ini dilakukan agar perusahaan tidak tertinggal dan dapat memanfaatkan teknologi. Pada saat ini Pemerintah Kabupaten Garut memiliki akun Instagram yang sudah bercentang biru dimana hal ini menandakan bahwa akun tersebut cukup populer dan memiliki konten-konten yang menarik khalayak untuk mengunjunginya. akun Instagram @Pemkab_garut dikelola dengan aktif, setiap harinya selalu ada informasi terbaru. Penelitian ini bertujuan:1) untuk mengetahui Implementasi Defining Problem Cyber Public Relations di Pemerintah Kabupaten Garut melalui media sosial Instagram. 2) mengetahui Implementasi Planning and programming Cbyer Public Relations Di Pemerintah Garut melalui media sosial Instagram 3) mengetahui Implementasi Taking Acting and Communicating Cyber Public Relations di Pemerintah Kabupaten Garut melalui media sosial Instagram, dan 4) mengetahui Implementasi Evaluating Cyber Public Relations di Pemerintah Kabupaten Garut melalui media sosial Instagram. Konsep yang digunakan dalam penelitian ini adalah Fourstep Public Relations yang didalamnya menguraikan tentang empat tahap kerja yang dilakukan oleh seorang Public Relations. Metode penelitian yang digunakan adalah analisis dekriptif dengan pendekatan kualitatif, dan paradigma konstruktivisme dengan teknik pengumpulan data melalui pengamatan, wawancara, dan dokumen. Hasil penelitian yang dilakukan di lapangan dapat disimpulkan bahwa Implementasi Cyber Public Relations di Pemerintah Kabupaten Garut melalui media sosial Instagram yakni: 1) Pendefinisian yang dilakukan oleh Humas Pemerintah Kabupaten Garut yaitu analisis situasi media, dan analisis konten media. 2) Perencanaan dan program yang dilakukan oleh Humas Pemerintah Kabupaten Garut yaitu menentukan tujuan dan rancangan konten, dan program konten.3) Pelaksanaan dan pengkomunikasian yang dilakukan oleh Humas Pemerintah Kabupaten Garut melalui akun resmi Instagram @pemkab_garut yaitu pengelolaan akun Instagram, pemanfaatan fitur Instagram, dan pembuatan konten. 4) Evaluasi yang dilakukan oleh Pemerintah Kabupaten Garut terhadap akun resmi Instagram @pemkab_garut yaitu menentukan indikator keberhasilan dan evaluasi berkala yaitu 1 minggu sekali, 2 minggu sekali dan 1 bulan sekali. ENGLISH : Cyber Public Relations is now often used by companies and agencies. Public Relations practitioners are currently required to have social media, this is done so that companies are not left behind and can take advantage of technology. At this time the Garut Regency Government has an Instagram account that has a blue tick which indicates that the account is quite popular and has content that attracts audiences to visit it. Instagram account @ Pemkab_garut is actively managed, every day there is always the latest information. This study aims: 1) to find out the Implementation of Defining Cyber Public Relations Problems in the Garut Regency Government through Instagram social media. 2) knowing the Implementation of Planning and programming Cbyer Public Relations in the Government of Garut through social media Instagram 3) knowing the Implementation of Taking Acting and Communicating Cyber Public Relations in the Government of Garut Regency through social media Instagram, and 4) knowing the Implementation of Evaluating Cyber Public Relations in the Government of Garut Regency through social media Instagram. The concept used in this research is Fourstep Public Relations which describes the four stages of work carried out by a Public Relations. The research method used is descriptive analysis with a qualitative approach, and constructivism paradigm with data collection techniques through observations, interviews, and documents. The results of research conducted in the field can be concluded that the implementation of Cyber Public Relations in the Garut Regency Government through Instagram social media, namely: 1) The definition carried out by the Garut Regency Government Public Relations is an analysis of the media situation, and analysis of media content. 2) Planning and programs carried out by the Public Relations of the Garut Regency Government, namely determining the objectives and design of content, and content programs. 3) Implementation and communication carried out by the Garut Regency Government Public Relations through the official Instagram account @pemkab_garut, namely managing Instagram accounts, utilizing Instagram features, and content creation. 4) The evaluation carried out by the Garut Regency Government on the official Instagram account @pemkab_garut is to determine indicators of success and periodic evaluations, namely once a week, every 2 weeks and once a month.
