Abstract

INDONESIA : Pandemic covid-19 telah melumpukhan beberap sector yang ada di kota Bandung salahatunya adalah sector ekonomi UMKM, banyak para pelaku usaha yang menghentikan kegiatan usahan karena covid-19. Pemerintah hadir memberikan upaya pemulihan ekonomu melalui bantuan BPUM yang di koordinir oleh Dinas KUKM Kota Bandung. Nampun saat berjalanya bantuan ini di temukan banyak permaslahan diantaranya, kesiapan pemerintah atau Dinas KUKM dalam melaksanakan Kebijakan BPUM, Mayarakat yang memenafaatkan kelemahan dan manipulasi data usaha sehingga BPUM ini tidak tepat sasaran. Penelitan Ini mengunakan metode kualitatif dengan melakuakn wawancara di Koantor Dinas KUKM Kota bandung, dengan hasil penelitaian, masih lemahnya dalam hal Implemntasi Kebujakan BPUM, alur pendaftaran yang trasilerror, dan lemahnya pengawasan. Sehingga kejijakan ini harus dievaluasi. Agar kedepanya jika ada bantuan seperti ini BPUM kesalahan dan kekurangannya tidak terulang kembali. ENGLISH : The Covid-19 pandemic has paralyzed several sectors in the city of Bandung, one of which is the MSME economic sector, many business actors have stopped their business activities due to Covid-19. The government is here to provide economic recovery efforts through the assistance of BPUM which is coordinated by the Bandung City KUKM Service. However, during the course of this assistance, many problems were found, including the readiness of the government or the KUKM Service in implementing BPUM policies, the community taking advantage of weaknesses and manipulating business data so that BPUM is not on target. This research uses a qualitative method by conducting interviews at the Bandung City KUKM Office Coordinator, with the results of the research, it is still weak in terms of the implementation of BPUM policies, the registration flow is tracillary errors, and weak supervision. So this policy must be evaluated. So that in the future, if there is assistance like this, BPUM's mistakes and shortcomings do not happen again.
