Abstract

INDONESIA : Retribusi daerah merupakan salah satu sumber penerimaan daerah yang berpotensi dalam peningkatan PAD, ada beberapa retribusi yang berpotensi dalam meningkatkan PAD termasuk diantaranya adalah Retribusi Terminal. Sub Terminal Guntur merupakan salah satu terminal yang berpengaruh dalam penerimaan daerah. Hal tersebut dikarenakan Sub Terminal Guntur merupakan terminal terbesar di Kabupaten Garut sehingga berpotensi dalam memberikan peningkatan penerimaan daerah. Namun, pada kenyataannya penerimaan retribusi terminal untuk Terminal Guntur dari tahun 2017 hingga 2020 mengalami penurunan dan tidak mencapai target. Maka dari itu diperlukan tindakan untuk memaksimalkan pemungutan retribusi tersebut. Penelitian ini bertujuan untuk mengetahui efektivitas dalam pelaksanaan pemungutan retribusi terminal di Kabupaten Garut, hambatan-hambatan yang dihapadi dalam pelaksanaan pemungutan retribusi terminal, serta mengetahui upaya yang telah dilakukan oleh UPTD Wilayah I Terminal Guntur dalam mengatasi hambatan yang dihadapi. Teori yang digunakan dalam penelitian ini adalah teori Eektivitas menurut Phaurela dan Emy yang di dalamnya terdapat tiga kriteria antara lain: Kecukupan dan Elastisitas, Keadilan, Kemampuan administrasi. Penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif yaitu penelitian riset dan analisis mengenai variabel mandiri, baik hanya satu variabel maupun lebih (variabel yang berdiri sendiri) tanpa membuat perbandingan dengan variabel lain. Dalam hal ini menjelaskan tentang efektivitas pemungutan retribusi terminal di Kabupaten Garut. Berdasarkan hasil penelitian dapat disimpulakan bahwa untuk pelaksanaan pemungutan telah dilakukan sesuai dengan prosedur namun sampai saat ini pihak UPTD Wilayah I masih berupaya dalam memaksimalkan peemungutan retribusi terminal untuk mecapai target. Hambatan yang dihadapi dalam memaksimalkan pemungutan retribusi terminal Guntur UPTD Wilayah I Kabupaten Garut diantaranya: (1) Sarana dan prasarana yang ada di terminal sudah banyak yang rusak, (3) penyimpangan trayek, (4) Adanya Transportasi Online yang sehingga transportasi konvensional teralihkan. Adapun upaya yang dilakukan oleh UPTD Wilayah I dalam mengatasi hambatan untuk sarana dan prasaran yanga da telah dirawat dan dijaga semaksimal mungkin, penertiban pedagang serta gelandangan dan pengemis, melakukan penawasan dan penggiringan angkutan umum yang melakukan penyimpangan trayek. ENGLISH : Regional retribution is one source of regional revenue that may experience an increase in PAD, there are several levies that may increase PAD, including Terminal Retribution. Guntur Sub Terminal is one of the terminals that has an effect on regional revenue. This is because the Guntur Sub Terminal is the largest terminal in Garut Regency so that it can provide an increase in regional revenue. However, in reality the acceptance of the terminal retribution for the Guntur Terminal from 2017 to 2020 has decreased and has not reached the target. Therefore, action is needed to maximize the collection of the levy. This study aims to determine the effectiveness in the implementation of terminal retribution collection in Garut Regency, the obstacles faced in the implementation of terminal retribution collection, and to find out the efforts that have been made by the UPTD Region I Guntur Terminal in overcoming the obstacles faced. The theory used in this research is the theory of effectiveness according to Phaurela and Emy in which there are three criteria, namely: Adequacy and Elasticity, Fairness, and Administrative Ability. This study uses a descriptive research method with a qualitative approach, namely research and analysis of independent variables, both only one variable or more (stand-alone variables) without making comparisons with other variables. In this case, it explains the effectiveness of collecting terminal fees in Garut Regency. Based on the results of the study, it can be concluded that the implementation of the collection has been carried out in accordance with the procedure, but until now the UPTD Region I is still trying to maximize the collection of terminal fees to achieve the target. The obstacles faced in maximizing the collection of retribution fees for the UPTD Guntur Territory I Garut Regency include: (1) Many existing facilities and infrastructure at the terminal have been damaged, (3) route deviations, (4) Online transportation so that conventional transportation is diverted. As for the efforts made by UPTD Region I in overcoming obstacles to facilities and infrastructure that have been cared for and maintained as much as possible, controlling actors and homeless people and beggars, supervising and escorting public transport that deviates routes.
