Abstract

INDONESIA : Kantor Pertanahan Kota Bandung merupakan instansi bertanggung jawab kepada Kepala Badan Pertanahan Nasional melalui Kantor Wilayah BPN Provinsi Jawa Barat. Perubahan sistem layanan mendorong Kantor Pertanahan Kota Bandung untuk mengenalkan aplikasi PASTI sebagai layanan elektronik kepada publik melalui kegiatan Kampanye Public Relations. Penelitian ini memiliki tujuan untuk mengetahui gambaran kegiatan Kampanye Public Relations Tentang Sosialisasi Layanan Elektronik PASTI Kantor Pertanahan Kota Bandung mulai dari tahap identifikasi masalah, tahap pengelolaan yang tediri dari perencanaan dan pelaksanaan sampai pada tahap evaluasi. Model kampanye pada penelitian ini mengacu pada model kampanye Ostegaard menggunakan pendekatan interpretif, metode yang digunakan kualitatif deskriptif melalui teknik pengumpulan data dengan wawancara mendalam, observasi pasif, dan dokumentasi. Hasil penelitian menunjukkan bahwa kegiatan Kampanaye Public Relations Tentang Sosialisasi Layanan Elektronik PASTI Kantor Pertanahan Kota Bandung menerapkan tiga tahap kampanye, yakni: (1) Identifikasi masalah. (2) Pengelolaan kampanye yaitu melalui proses perencanaan dengan menentukan tujuan, publik sasaran, pelaku, pesan, dan media kampanye, serta proses pelaksanaan dilakukan dengan sosialisasi langsung dan sosialisasi tidak langsung. (3) Evaluasi dilakukan dengan mengamati perubahan peningkatan yang terjadi pada penggunaan layanan aplikasi PASTI dan perubahan sikap masyarakat. Berdasarkan hasil penelitian yang telah dilakukan, dapat disimpulkan bahwa Kampanye Public Relations Tentang Sosialisasi Layanan Elektronik PASTI Kantor Pertanahan Kota Bandung dengan menerapkan model kampanye Ostegaard. ENGLISH : The Bandung City Land Office is an agency responsible to the Head of the National Land Agency through the BPN Regional Office of West Java Province. Changes in the service system encouraged the Bandung City Land Office to introduce the PASTI application as an electronic service to the public through the Public Relations. This study aims to describe the activities of the Public Relations about the Socialization of Electronic Services PASTI Bandung City Land Office starting from the problem identification stage, the management stage which consists of planning and implementation to the evaluation stage. The campaign model in this study refers to the Ostegaard campaign model using an interpretive approach, the method used is descriptive qualitative through data collection techniques with in-depth interviews, passive observation, and documentation. The results showed that the activities of the Public Relations on the Socialization of Electronic Services PASTI Bandung City Land Office implemented three campaign stages, namely: (1) Problem identification. (2) Campaign management is through the planning process by determining the objectives, target public, actors, messages, and campaign media, and the implementation process is carried out by direct and indirect socialization. (3) Evaluation is carried out by observing changes in the increase that occur in the use of the PASTI application service and changes in community attitudes. Based on the results of the research that has been done, it can be concluded that the Public Relations About Socialization of Electronic Services PASTI the Bandung City Land Office by applying the Ostegaard campaign model.
