Abstract

INDONESIA : Dinas Perpustakaan dan Kearsipan Daerah Provinsi Jawa Barat merupakan salah satu instansi pemerintah di bidang perpustakaan yang melakukan kegiatan pengelolaan perpustakaan umum dan kearsipan daerah Jawa Barat. Dispusipda memiliki tanggung jawab dalam meningkatkan literasi membaca masyarakat khususnya daerah Jawa Barat. Hal yang dilakukan oleh Dispusipda untuk mengembangkan minat membaca masyarakat Jawa Barat dengan memiliki perpustakaan digital dengan nama Aplikasi Candil (maca dina digital library). Tujuan yang dilakukan dalam penelitian ini 1) Untuk mengetahui Kampanye Public Relations dalam Meningkatkan Literasi Baca melalui Aplikasi Candil Dispusipda Jawa Barat 2) untuk mengetahui proses Dispusipda terhadap program Aplikasi Candil menggunakan Model Kampanye Ostegaard. Model kampanye ini memiliki dua tahap yaitu 1) identifikasi masalah 2) Pengelolaan kampanye (perancangan, pelaksanaan, dan evaluasi). Paradigma dalam penelitian ini menggunakan kontruktivistik dan pendekatatan interpretif melalui metode penelitian Deskriptif Analisis. Metode deskriptif analisis digunakan oleh peneliti bertujuan untuk menjelaskan secara mendalam mengenai proses suatu program mengenai Kampanye Public Relations yang dilaksanakan oleh Dispusipda Provinsi Jawa Barat. Teknik pengumpulan data yang digunakan adalah observasi, wawancara secara mendalam, dan dokumentasi. Hasil penelitian kampanye yang dilakukan oleh Dispusipda Provinsi Jawa Barat menggunakan model Kampanye Ostegaard 1) Identifikasi Masalah meningkatkan literasi membaca masyarakat 2) Pengelolaan Kampanye dibagi menjadi tiga tahap pertama perencanaan terdiri dari menentukan sasaran, pesan, anggaran, saluran, dan alokasi waktu. Kedua Pelaksanaan kampanye dilakukan secara langsung, dan melalui media sosial, serta pelaksanaan dibuatnya Aplikasi Candil. Ketiga Evaluasi melakukan monitoring pada dashboard aplikasi Candil dan melakukan rapat evaluasi setiap bulan. Implikasi pada penelitian ini yakni Dispusipda dapat meningkatkan literasi Baca khususnya di provinsi Jawa Barat dan mempermudah masyarakat mendapatkan akses membaca perpustakaan digital terutama untuk masyarakat yang ingin membaca namun terhalang oleh jarak melalui program aplikasi Candil. ENGLISH : The Regional Library and Archives Service of West Java Province is one of the government agencies in the library sector that carries out activities for managing public libraries and regional archives in West Java. Dispusipda has a responsibility in increasing the reading literacy of the community, especially in the West Java area. This is done by the Dispusipda to develop interest in reading in West Java by having a digital library with the name Candil Application (maca dina digital library). The objectives of this study are 1) To determine the Public Relations Campaign in Improving Reading Literacy through the Candil Application of the West Java Dispusipda 2) to determine the Dispusipda process towards the Candil Application program using the Ostegaard Campaign Model. This campaign model has two stages, namely 1) problem identification 2) Campaign management (design, implementation, and evaluation). The paradigm in this study uses a constructivist and interpretive approach through descriptive analysis research methods. The descriptive analysis method used by the researcher aims to explain in depth the process of a program regarding the Public Relations Campaign carried out by the Dispusipda of West Java Province. Data collection techniques used are observation, in-depth interviews, and documentation. The results of the campaign research conducted by the Dispusipda of West Java Province using the Ostegaard Campaign model 1) Identification of Problems to improve people's reading literacy 2) Campaign management is divided into three first stages of planning consisting of determining targets, messages, budgets, channels, and time allocation. Second, the implementation of the campaign is carried out directly, and through social media, as well as the implementation of the Candil Application. The third evaluation is to monitor the Candil application dashboard and conduct evaluation meetings every month. The implication of this research is that Dispusipda can improve reading literacy, especially in West Java province and make it easier for people to get access to reading digital libraries, especially for people who want to read but are hindered by distance through the Candil application program.
