Abstract

INDONESIA : Penyerapan anggaran yang tergolong masih rendah bisa menyebabkan beberapa program/kegiatan yang sudah menjadi target akan mengalami kendala dalam proses pencapaian. Pada Dinas Perikanan Kabupaten Pasaman Barat masih belum optimalnya pencapaian efisiensi yang mana bisa disebut bahwa sebuah organisasi, program, atau aktivitas disebut efisien jika bisa mewujudkan keluaran tertentu dengan masukan sekecil-kecilnya, ataupun masukan tertentu bisa mewujudkan keluaran sebesar-besarnya. Tujuan penelitian ini ialah untuk mengembangkan konsep serta pemikiran mengenai penerapan value for money pada Dinas Perikanan Kabupaten Pasaman Barat. Teori yang digunakan dalam penelitian ini ialah teori value for money menurut (Mahmudi, 2015). Dalam teori ini menyebutkan bahwa terdapat tiga prinsip yang ada pada value for money yaitu : 1) Ekonomi, 2) Efisiensi, 3) Efektivitas. Metode yang digunakan dalam penelitian yaitu metode kualitatif dengan pendekatan studi kasus menurut Creswell dengan teknik pengumpulan data yaitu observasi, wawancara , dokumentasi, dan materi audio-visual. Hasil penelitian dari penelitian ini menunjukkan bahwasanya penerapan value for money (ekonomi, efisiensi, dan efektivitas). Dinas Perikanan Kabupaten Pasaman Barat yang belum mencapai prinsip efisien pada beberapa program/kegiatan yang sudah ditentukan dan masih belum optimalnya dalam pencapaian efektivitas yang beberapa program yang masih dalam kategori cukup efektif. Sementara itu, satu prinsip sudah mampu dicapai dengan optimal yaitu dalam pencapaian prinsip ekonomi. ENGLISH : Existence of budget absorption which is still relatively low can cause some program or activities that have become targets to experience problems in the achievement process. At the Government Agencies Fisheries of West Pasaman Regency, the achievement of efficiency is not optimal, which can be said to be efficient if it can achieve certain Outputs with the smallest Input, or certain Inputs can achieve the maximum Output. The purpose of this study is develop concept and ideas regarding the aplication of value for money at Government Agencies Fisheries of West Pasaman Regency. The theory used in this study is the theori of value for money according to (Mahmudi, 2015). In this theory mention of three principles that value for money, namely : 1) Economy, 2) Efficiency, 3) Effectiveness. The research method used in this study is qualittive method with a case study approach according to Creswell at data collection techniques used were observtion, interviews, documentation, and audio-visual materials. The result research in this study indicate that the aplication value for money (economy, efficiency, effectiveness). Government Agencies Fisheries of West Pasaman Regency which have not reached the principle programs or vtivities tht have been determined nd are still not optimal in achieving effectiviness, some programs are still in the category of quite effective. Meanwhile, one principle has been able to be achieved optimally, namely the achievement of economis principle.
