Abstract

INDONESIA: Kota Cimahi merupakan salah satu kota yang terbentuk dari pecahan Kabupaten Bandung. Kota Cimahi resmi melepaskan diri dan menjadi kota otonom pada tahun 2001. Permasalahan yang terjadi di pemerintahan kota Cimahi adalah krisis yang menimpa pemerintahan akibat dari oknum kepala daerah yang melakukan praktik KKN dan kepala daerah terbaru terseret kembali ke dalam kasus korupsi dan menjadi catatan baru kasus kepala daerah di kota Cimahi yang melakukan praktik KKN. Kasus tersebut menjadikan citra pemerintah kota Cimahi menurun dan negatif yang menjadikan efek domino di masyarakat diantaranya adalah menurunnya tingkat partisipasi masyarakat dan menurunnya kepercayaan masyarakat terhadap pemerintah. Tujuan dari penelitian ini adalah untuk mengetahui bagaimana proses pemerintahan kota Cimahi dalam memperbaiki citra pemerintahan atas krisis yang terjadi dengan meningkatkan pelayanan kepada masyarakat yaitu memberikan pelayanan publik yang prima kepada masyarakat sebagai langkah konkret pemerintah dalam menyelesaikan krisis. Pada penelitian ini menggunakan teori Image Restoration (TIR). Penelitian ini berfokus untuk merubah citra dimana proses awal yang dilakukan adalah mengidentifikasi opini di masyarakat, pada proses ini terdapat dua cara dengan media massa dan survei untuk mengetahui opini yang berkembang di masyarakat, proses kedua adalah identifikasi isu, proses ini diketahui setelah proses pertama selesai dan didapatkan opini dan isu negatif yang diarahkan kepada pemerintah kota Cimahi yaitu isu korupsi dan menurunnya kepercayaan publik memalui proses ini pemerintah kota Cimahi menentukan langkah yang tepat yaitu meningkatkan pelayanan publik. Proses terakhir adalah evaluasi terhadap pelayanan publik, melalui pelayanan publik pemerintah kota Cimahi dapat mengembalikan citra positif pemerintah. English: Cimahi City is one of the cities formed from the fragments of Bandung Regency. Cimahi City officially broke away and became an autonomous city in 2001. The problem that occurred in the Cimahi city government was the crisis that hit the government as a result of unscrupulous regional heads who practiced KKN and the latest regional heads were dragged back into corruption cases and became a new record of the case of a regional head in the city of Cimahi who practiced KKN. This case has made the image of the Cimahi city government decrease and becomes negative, which creates a domino effect in the community, including a decrease in the level of community participation and a decrease in public trust in the government. The purpose of this study was to find out how the process of the Cimahi city government in improving the government's image of the crisis that occurred by improving services to the community, namely providing excellent public services to the community as a concrete step for the government in resolving the crisis. In this study using the theory of Image Restoration. This research focuses on changing the image where the initial process is to identify opinions in the community, in this process there are two ways with mass media and surveys to find out opinions that develop in the community, the second process is identification of issues, this process is known after the first process is complete and obtained negative opinions and issues that were directed to the Cimahi city government, namely the issue of corruption and declining public trust through this process the Cimahi city government determined the right steps, namely improving public services. The last process is an evaluation of public services, through public services the Cimahi city government can restore a positive image of the government.
