Abstract
INDONESIA : Retribusi Parkir adalah bagian dari retribusi jasa umum, yaitu retribusi layanan yang disediakan oleh pemerintahan untuk tujuan kepentingan umum serta dapat dinikmati oleh orang pribadi atau badan. Pemerintah Kota Bandung sendiri masih menghadapi masalah yang ada di dalam retribusi parkir, di antaranya adalah masalah tarif parkir. Menurut Perda Kota Bandug No. 4 Tahun 2017 Pasal 210 tentang pelayanan parkir jalan umum dan parkir khusus serta retribusi parkir per bulan untuk kendaraan dengan truk/gandengan/peti kemas dan bus, Truk mulai Rp.5.000.00. Kendaraan pengangkut barang jenis boks dan pikap, serta mobil/becak/sedan dan lain-lain yaitu Rp.2.000,00 dan motor Rp.1.000.00. Berdasarkan observasi yang telah peneliti lakukan langsung di sepanjang Jalan Ahmad Yani, Orang yang memarkir motor mereka di pinggir jalan umum dan membayar lebih, kemungkinan besar tidak mendapat uang kembalian dari uang yang mereka berikan kepada staf parkir. Bahkan, Rp 2000-3000 umumnya dianggap sudah menjadi tarif sah parkir pinggir jalan bagi pengendara motor. Persoalan juru parkir ilegal ini berlanjut dengan tidak adanya setoran kepada Dinas Perhubungan Kota Bandung. Hal ini berpengaruh terhadap mekanisme pemungutan retribusi parkir yang dilakukan oleh Dishub Kota Bandung. Akibat situasi ini, menyebabkan hilangnya pendapatan dari sektor retribusi parkir bagi Dishub Kota Bandung. Penelitian ini dilakukan dengan tujuan untuk mengetahui penerimaan retribusi parkir dengan memperluas basis penerimaan, mengetahui penerimaan retribusi parkir dengan memperkuat proses pemungutan, mengetahui penerimaan retribusi parkir dengan meningkatkan pengawasan, mengetahui penerimaan retribusi parkir dengan meningkatkan efisiensi administrasi, mengetahui penerimaan retribusi parkir dengan meningkatkan kapasitas penerimaan melalui perencanaan yang lebih baik. Peneliti menggunakan teori optimalisasi pemungutan retribusi daerah dari Orpha Jane, dalam teorinya, terdapat lima aspek yaitu; memperluas basis penerimaan, memperkuat proses pemungutan, meningkatkan pengawasan, meningkatkan efisiensi administrasi, dan meningkatkan kapasitas penerimaan melalui perencanaan yang lebih baik. Metode penelitian menggunakan metode deskriptif pendekatan kualitatif. Teknik pengumpulan data yang digunakan adalah wawancara, observasi, dan dokumentasi. Teknik analisis data yang digunakan adalah pengorganisasian data, membaca dan membuat memo, serta deskripsi klasifikasi dan penafsiran data. Berdasarkan penelitian yang telah peneliti lakukan, dapat ditarik kesimpulan bahwa yang pertama, UPTD Parkir sudah melakukan beberapa upaya yaitu menyediakan lokasi-lokasi parkir yang baru dan mengadakan uji potensi di wilayah parkir, kedua, sumber daya manusia belum cukup mumpuni dikarenakan kurangnya personil di dalam instansi dan di lapangan itu sendiri, ketiga, pengawasan yang dilakukan dikatakan bagus mengingat sanksi-sanksi kepada para pelanggar juga berjalan dengan baik dan ditindak secara tegas, keempat, UPTD Parkir telah melakukan peningkatan efesiensi administrasi di mana adanya peralihan proses pemungutan retribusi parkir dari manual menjadi elektronik, dan kelima UPTD Parkir telah memiliki tujuan dan perencanaan yang baik tetapi mengenai target belum bisa mencapai dengan apa yang telah ditetapkan. ENGLISH : Parking retribution are part of public service fees, namely service fees provided by the government for the purpose of the public interest and can be enjoyed by individuals or entities. The Bandung City Government itself is still facing problems in parking fees, one of which is the issue of parking fees. According to the Bandung City Regional Regulation No. 4 of 2017 Article 210 concerning public road parking services and special parking as well as parking fees per month for vehicles with trucks/trailers/containers and buses, Trucks start at IDR 5,000.00. Boxes and pickups for transporting goods, as well as cars/rickshaws/sedans and others, namely Rp. 2,000.00 and motorcycles Rp. 1,000.00. Based on observations that researchers have made directly along Ahmad Yani Street, people who park their motorbikes on the side of a public road and pay more are most likely not to get a refund for the money they give to the parking staff. In fact, IDR 2000-3000 is generally considered to be the legal rate for roadside parking for motorists. The problem of illegal parking attendants continues with no deposit made to the Bandung City Transportation Agency. This affects the mechanism for collecting parking fees carried out by the Bandung City Transportation Agency. As a result of this situation, it has caused a loss of revenue from the parking retribution sector for the Bandung City Transportation Agency. This research was conducted with the aim of knowing the acceptance of parking fees by expanding the acceptance base, knowing the acceptance of parking fees by strengthening the collection process, knowing the acceptance of parking fees by increasing supervision, knowing the acceptance of parking fees by increasing administrative efficiency, knowing the acceptance of parking fees by increasing acceptance capacity through better planning. The researcher uses the theory of optimizing regional retribution collection from Orpha Jane, in theory, there are five aspects namely; broaden the revenue base, strengthen the collection process, improve oversight, improve administrative efficiency, and increase revenue capacity through better planning. The research method uses a descriptive qualitative approach. Data collection techniques used are interviews, observation, and documentation. The data analysis technique used was data organization, reading and writing memos, as well as a description of the classification and interpretation of the data. Based on the research that the researchers have done, it can be concluded that firstly, the Parking UPTD has made several efforts, namely providing new parking locations and conducting potential tests in parking areas, secondly, human resources are not qualified enough due to a lack of personnel within the agency and in the field itself, third, the supervision carried out is said to be good considering that the sanctions for violators are also going well and are being dealt with strictly, fourth, the Parking UPTD has improved administrative efficiency where there has been a shift in the process of collecting parking fees from manual to electronic , and the five UPTD Parking have good goals and planning but regarding targets have not been able to achieve what has been set.
