Abstract

Adanya program Bantuan Operasional Sekolah (BOS) menunjukan perhatian pemerintah untuk mewujudkan kualitas pelayanan pendidikan yang di cita-citakan Negara. Berdasarkan hasil observasi yang dilakukan oleh penulis, terdapat indikasi masalah dalam implementasi kebijakan Bantuan Operasional Sekolah (BOS) diantaranya yang paling menonjol adalah kurangnya tenaga pengajar dan kurangnya perhatian sekolah tersendiri terhadap pemeliharaan insfrastruktur penunjang sekolah. Tujuan dari penelitian ini adalah untuk mengetahui seberapa besar pengaruh implementasi kebijakan Bantuan Operasional Sekolah (BOS), dan kualitas pendidikan. Berdasarkan teori yang dikemukakan oleh George Edward III (1980) mengenai implementasi kebijakan bantuan operasional sekolah di SDN Pameungpeuk II Kab.Bandung metode yang digunakan adalah metode kuantitatif dengan pendekatan asosiatif karena bertujuan untuk mengetahui besarnya pengaruh implementasi kebijakan BOS terhadap kualitas pelayanan pendidikan di SDN Pameungpeuk II Kab.Bandung. Populasi yang digunakan sebanyak 19 orang yang terdiri dari 1 orang kepala sekolah, 1 orang komite sekolah, 16 orang tenaga pengajar 1 orang penjaga sekolah. Teknik pengambikan data menggunakan kuesioner dan studi pustaka. Hasil penelitian menyatakan bahwa pengaruh implementasi kebijakan BOS terhadap Kualitas pelayanan pendidikan berdasarkan koefisien determinasi yang telah dihitung memperoleh persentase sebesar 94,6 % dan masuk kedalam kategori yang sangat tinggi, sehingga dapat disimpulkan terjadi pengaruh yang sangat tinggi dari implementasi kebiajkan BOS terhadap kualitas pelayanan pendidikan di SDN Pameungpeuk II Kabupaten Bandung. Hal ini menunjukan implementasi kebiajkan BOS memiliki peranan yang sangat penting terhadap kualitas pelayanan pendidikan, sedangkan 5,4 % ditentukan oleh faktor lain yang tidak di teliti oleh peneliti. The existence of School Operational assistance program (BOS) showsthe Government's concern for the realization of educational service quality in Countries aspire. Based on the results of observations made by the author, there are indications of problems in the implementation of the policy on Operational Assistance (BOS) School of which the most notable is the lack of teachers and the lack of attention to a separate school towards the maintenance of the infrastructure supporting the school. The purpose of this research is to find out how big the influence of policy implementation of operational Assistance (BOS), Schools and quality education. Based on the theories propounded by George Edward III (1980) concerning the implementation of operational assistance policy school at SDN Pameungpeuk, Bandung Regency II. method of quantitative method is used with the associative approach because it aims to know the magnitude of the influence of the implementation of the policy of BOS to quality of educational services in SDN Pameungpeuk II Government. The population that used as many as 19 people consisting of 1 person, 1 principal School Committee, 16 the 1st guards teachers school. Engineering pengambikan data using the questionnaire and the study of the literature. Results of the study stated that the influence of the implementation of the policy of the BOSS of the quality of educational services based on the determination of the coefficient has been calculated gain percentage of 94.6% and belonging to the categories is very high, so that can be inferred to occur a very high influence of implementation BOS to quality educational services at SDN Pameungpeuk II Bandung Regency. This shows the implementation kebiajkan the BOSS has a very important role to the quality of educational services, while 5.4% is determined by other factors not in thoroughly by researchers.
