Abstract

INDONESIA : Penyaluran zakat sangatlah berguna dan berdampak bagi yang berhak menerimanya, termasuk didalamnya orang miskin. Kategori miskin salah satunya adalah dalam hal papan. Melihat masih tingginya angka kemiskinan kota bandung dan jumlah rumah tidak layak huni di Kota Bandung, maka didirikanlah program bedah Rutilahu di BAZNAS Kota Bandung. Sebagai salah satu program dalam penyaluran zakat bagi orang miskin, pada pelaksanaannya program Rutilahu masih belum efektif. Hal ini dapat dilihat dari tidak tercapainya target dan realisasi dana bantuan dan berkurangnya jumlah penerima manfaat. Oleh karena itu, diharapkan dengan adanya evaluasi program Rutilahu ini bisa menjadi perbaikan dan peningkatan capaian program. Teori yang digunakan yaitu milik Stufflebeam terkait evaluasi program yang memiliki empat dimensi yang popular disingkat dengan CIPP (Context, Input, Process, Product). Teori ini digunakan untuk mengetahui evaluasi program bedah Rutilahu BAZNAS Kota Bandung apakah sudah baik atau belum. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus, data-data didapatkan dari hasil observasi, wawancara serta berbagai dokumen pendukung. Peneliti menentukan informan dengan purposive sampling dan menganalisis data menggunakan tiga tahapan yakni reduksi data, penyajian data dan penarikan kesimpulan yang diolah menggunakan aplikasi analisis data kualitatif Nvivo12. Hasil penelitian menunjukkan bahwa program Rutilahu BAZNAS Kota Bandung kurang berjalan dengan baik. Dilapangan, peneliti menemukan kurangnya SDM BAZNAS Kota Bandung untuk program Rutilahu sehingga program kurang berjalan dengan efektif dan efisien serta masih kurangnya dana yang diberikan oleh BAZNAS Kota Bandung sehingga harus membutuhkan dana dari pihak lainnya. Hal yang bisa dilakukan yakni dengan menambah jumlah staff pelaksana yang ahli dibidangnya untuk meningkatkan efektifitas dan efisiensi kerja program dan menjalin kerjasama dengan beberapa pihak pemerintah untuk penanaman atau penambahan modal. ENGLISH : The distribution of zakat is very useful and has an impact on those who are entitled to receive it, including the poor. One of the poor categories is in terms of boards. Seeing the high poverty rate in the city of Bandung and the number of uninhabitable houses in the city of Bandung, the Rutilahu surgery program was established at BAZNAS in the city of Bandung. As one of the programs in distributing zakat for the poor, in practice the Rutilahu program is still not effective. This can be seen from the non-achievement of targets and the realization of aid funds and the reduced number of beneficiaries. Therefore, it is hoped that with the evaluation of the Rutilahu program this can be an improvement and increase in program achievements. The theory used is Stufflebeam's regarding program evaluation which has four popular dimensions, abbreviated as CIPP (Context, Input, Process, Product). This theory is used to determine whether the evaluation of the Rutilahu surgical program at BAZNAS in Bandung is good or not. This study used a qualitative research method with a case study approach. The data were obtained from observations, interviews and various supporting documents. The researcher determined the informants using purposive sampling and analyzed the data using three stages, namely data reduction, data presentation and drawing conclusions which were processed using the Nvivo12 qualitative data analysis application. The results showed that the Bandung City BAZNAS Rutilahu program was not going well. In the field, researchers found a lack of human resources at the Bandung City BAZNAS for the Rutilahu program so that the program was not running effectively and efficiently and there was still a lack of funds provided by the Bandung City BAZNAS so it had to need funding from other parties. What can be done is to increase the number of implementing staff who are experts in their field to increase the effectiveness and efficiency of the program's work and establish cooperation with several government parties for investment or additional capital.
