Abstract

INDONESIA : Pelatihan merupakan unsur kunci dalam proses peningkatan efektifitas, efisiensi, kualitas, serta profesionalisme kinerja pegawai dalam bidang pekerjaan tertentu. Dalam hal ini Balai Diklat Keagamaan Bandung memiliki tugas pokok dan fungsi untuk menyelenggarakan program pelatihan serta memberikan pelayanan kepada pegawai yang ada di lingkungan Kementerian Agama Provinsi Jawa Barat. Melihat tugas pokok dan fungsi Balai Diklat Keagamaan Bandung seharusnya Diklat yang memuat 4 pilar Moderasi Beragama ini dapat berjalan dengan baik, namun berdasarkan data dan fakta ternyata masih terdapat kelemahan dalam penyelenggaraan diklat ini yaitu terkait proses pelaksanaan diklat non klasikal (PJJ) yang masih menyulitkan para peserta serta hasil dari program pelatihan yang sulit untuk diwujudkan secara konkret karena cara pandang dan sikap merupakan sebuah proses yang tidak dapat dihasilkan secara instan. Oleh karena itu, dengan adanya Evaluasi Model CIPP diharapkan dapat membantu untuk mengoptimalkan dan memperbaiki jalannya Diklat Moderasi Beragama di masa yang akan datang. Hal demikian merupakan masalah yang melatarbelakangi penelitian ini. Penelitian ini bertujuan untuk mengetahui bagaimana Evaluasi Model CIPP dalam Program Pelatihan Moderasi Beragama di Balai Diklat Keagamaan Bandung. Teori yang digunakan dalam penelitian ini yakni teori evaluasi program dari Stufflebeam & Zhang (2017) yang memiliki empat dimensi yakni Context, Input, Process, Product. Penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif, data dikumpulkan dari hasil wawancara, observasi dan beberapa dokumen pendukung. Dalam penentuan informan melalui purposive sampling serta menganalisis data dengan tiga tahapan yakni reduksi data, penyajian data dan penarikan kesimpulan dibantu menggunakan aplikasi Nvivo12. Hasil penelitian ini menunjukan bahwasannya evaluasi program dengan model CIPP dalam program Pelatihan Moderasi Beragama sudah terpenuhi dengan baik, walaupun masih ada beberapa indikator yang belum maksimal dan perlu dijadikan perhatian, terutama terkait pelaksanaan Diklat serta hasil dari Pelatihan Moderasi Beragama ini. Saran yang kemudian peneliti sampaikan yakni saran akademis dengan melakukan kajian terhadap aspek yang dapat meningkatkan penyelenggaraan program pelatihan pegawai sehingga hasil yang didapatkannya pun menjadi lebih baik di masa yang akan datang dan saran praktis yakni Balai Diklat Keagamaan Bandung dapat membuat rencana tindak lanjut yang matang sebagai bentuk perbaikan dalam program ini serta membuat media yang lebih mudah diakses, termasuk membuat LMS yang lebih mudah di masa yang akan datang. ENGLISH : In order to improve the effectiveness, efficiency, quality, and professionalism of employee performance in some domains of work, training is a crucial component. In this instance, the major mandate and duty of the Bandung Religious Training Center is to plan training sessions and offer services to staff members of the West Java Province's Ministry of Religion. Based on data and facts, it appears that there are still weaknesses in the implementation of this training, specifically related to the process of implementing non-classical training (PJJ,. which is still problematic for participants and the outcomes of training programs that are subpar. This is in contrast to the main tasks and functions of the Bandung Religious Education and Training Center, which can be seen as having the 4 pillars of religious moderation run effectively in education and training. It is therefore envisaged that the CIPP Model Evaluation will aid in future optimization and improvement of the rules for religious moderation training. This is the issue that led to this study. The purpose of this study is to ascertain how the Religious Moderation Training Program at the Bandung Religious Education and Training Center evaluated the CIPP Model. The program evaluation theory from Stufflebeam & Zhang (2017), which comprises four dimensions—Context, Input, Process, and Product—was the theory employed in this work. This study used a descriptive research method with a qualitative approach. Data were collected from interviews, observations and several supporting documents. In obtaining informants through purposive sampling and analyzing data in three stages, namely data reduction, data presentation and drawing conclusions, it was assisted by using the Nvivo12 application. The results of this study indicate that program evaluation using the CIPP model in the Religious Moderation Training program has been well fulfilled, although there are still several indicators that are not optimal and need to be paid attention to, especially regarding the implementation of the Training and the results of this Religious Moderation Training. The suggestions that the researcher then conveyed were academic suggestions by conducting a study of aspects that could improve the implementation of employee training programs so that the results obtained would be even better in the future and practical suggestions, namely the Bandung Religious Education and Training Center could make a mature follow-up plan as a form improvements in the program as well as making media more accessible, including making LMSs even easier in the future.
